URBAN RENEWAL AUTHORITY
Sealed bids will be received by the Fayette County Urban Renewal Park Pad Site until 3:00 p.m. on Friday, January 3, 2020 at the Fayette County Courthouse, 100 North Court Street, Fayetteville, WV 25840, at which time bids will be publicly opened and read aloud.
Construction time limit is (60) calendar days with liquidated ($1,000.00) per day.
Wolf Creek Park Pad Site Contract – This project will consist of approximately two thousand four hundred (2,400) cubic yards of unclassified excavation; relocation of organic material; stabilized construction entrance; diversion ditches; dewatering of existing pond; erosion and sediment control measures; and all related appurtenances.

Contract Documents, Plans and Specifications may be obtained at Civil & Environmental Consultants, Inc., 600 Marketplace Avenue, Suite 200, Bridgeport, WV 26330, upon a nonrefundable payment of THREE HUNDRED ($300.00) DOLLARS, beginning on December 5, 2020. Check or money order only, made payable to Civil & Environmental Consultants, Inc. Digital Files may be accessed at no cost by contacting Civil & Environmental Consultants, Inc. at 304-933-3119 to obtain instructions for accessing and downloading online files.
A non-mandatory pre-bid meeting will be held at 11:00 a.m. on Friday, December 13, at the Fayette County Courthouse located at 100 North Court Street, Fayetteville, WV 25840.
A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain all documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form”. Both envelopes must have the fallowing information in the lower left hand corner.
Name and address of Bidder, Bidder’s West Virginia Contractor’s License Number, “Bid for Wolf Creek Park Pad Site, for the Fayette County Urban Renewal Authority”, 100 North Court Street, Fayetteville, WV 25840.
The main envelope, “Envelope No. 1”, will be opened first and the required bid documents as listed on the Bid Opening Checklist, will be checked to ensure that all documents are in order and submitted. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Form” will be opened and publicly read aloud. If the required documents are not in order, the envelope containing the “Bid Form” will not be opened and the Bid will be considered nonresponsive and returned to the Bidder.
A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Fayette County Urban Renewal Authority in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.
Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act.
The Fayette County Urban Renewal Authority, reserves the right to reject any or all bids. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
