ADVERTISEMENT TO BID Sealed bids for the Alexis Lane Water Line Extension project will be received by Boone County Public Service District, 1 Avenue C, Suite 106, Madison, West Virginia 25130, until 1:00 P.M., L.P.T., on May 7, 2026 for furnishing labor and materials and performing all work set forth in the Bidding Documents prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon is generally described as follows: Approximately 4400 linear feet of 6-inch and 2-inch water line. Five service settings. One fire hydrant. One water line components. Construction time limit for the Contract is 365 consecutive calendar days to substantial completion, of which 75 consecutive calendar days is actual in-field construction. (POTESTA), 7012 MacCorkle Avenue, SE, Charleston, West Virginia 25304, telephone number (304) 342-1400, upon payment of $50 for electronic copy or $150 for each set of hard copy documents. If paying by check, make check payable to Potesta & Associates, Inc. If paying electronically, call Potesta & Associates, Inc. at the above number and ask for Charlene Armstead. Instructions for Bidders and Bid Form will be furnished upon request. The two envelope system will be used for bidding this project. Envelope No. 1 will contain the required bidder information as outlined in the Bidding Documents. Envelope No. 2 will contain the Bid Form only and be separate from Envelope No. 1. The two envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Bid Form must have the following information clearly printed or typed on the front lower left hand corner of each envelope. ENVELOPE NO. 1: "ENVELOPE NO. 1 Bid on Alexis Lane Water Line Extension to be submitted by 1:00 P.M., L.P.T., on May 7, 2026. Bidder Information: Submitted by: (insert name and address of bidder)." ENVELOPE NO. 2: "ENVELOPE NO. 2 Bid on Alexis Lane Water Line Extension to be submitted by 1:00 P.M., L.P.T., on May 7, 2026. Bid Form: Submitted by: (insert name and address of bidder)." Bids will be opened and read aloud at the Boone County Public Service District, 1 Avenue C, Suite 106, Madison, West Virginia 25130 beginning at 1:15 P.M. on May 7, 2026. Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Bid Form will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Bid Form will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of seventy-five dollars ($75.00) for each set of plans and seventy-five dollars ($75.00) for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Boone County Public Service District in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held in the parking lot of Clayton Homes on Alexis Lane south of Danville, West Virginia along United States Route 119 (Corridor G) beginning at 2:00 P.M. on April 16, 2026. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Boone County Public Service District reserves the right to reject any and/or all bids. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the West Virginia Infrastructure and Jobs Development Council. Bidders must comply with the West Virginia Jobs Act. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate. Contractor shall have West Virginia Contractor's License per Section 30-42-12 of West Virginia Code, and Contractor's License shall be included with Bid.
