AIR QUALITY PERMIT NOTICE NOTICE OF APPLICATION Notice is given that Braskem America, Inc. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Class II Administrative Update for its Neal Plant, a propylene production facility located on 200 Big Standy Road, Kenova, in Wayne County West Virginia. The coordinates are 38.352219 degrees latitude and -82.595361 degrees longitude. The applicant estimates the decrease in the potential to discharge the following Regulated Air Pollutants will be: Particulate Matter (PM) – decrease of 0.26 tons per year, Particulate Matter 2.5 microns or less in diameter (PM2.5) – decrease of 0.26 tons per year, and Particulate Matter 10 microns or less in diameter (PM10) – decrease of 0.26 tons per year. Startup of operation is planned to begin on or about the fourth quarter of 2026.
