Application for a certificate of public convenience and necessity to construct and operate an approximate 1,200 MW combined cycle gas plant at its existing Ft. Martin Power Station in Monongalia County, West Virginia, and to construct 70 MW of solar generation at three sites.
NOTICE OF PUBLIC COMMENT HEARING
On February 13, 2026, Monongahela Power Company and The Potomac Edison Company (collectively, the Companies) filed an application for a certificate of public convenience and necessity (Application) to construct a 1,200 MW Combined Cycle Gas Turbine plant and 70 MW of solar capacity. The proposed project is to be built at the Fort Martin site at an estimated cost of $2.48 billion. The solar capacity is proposed to be built at Valley Point near Albright; Davis, adjacent to the Town of Davis; and Wylie Ridge near Weirton, at an estimated cost of $182 million. The Application is for the expected shortfall in capacity beginning in 2029 and continuing through 2045. The Companies filed a proposed Notice of Filing with the Application along with their direct testimony. The Companies requested expedited treatment, within reason, for the Application. The statutory deadline is March 20, 2027.
The Companies also request approval of a Generation Projects Surcharge (GP Surcharge) to become effective on the first day of the month following the conclusion of this proceeding and to remain in effect until each asset is placed in service. The Companies estimate that the initial surcharge will result in a rate increase for residential customers of $1.18 per month or 0.9 percent.
The Commission will hold a public comment hearing on July 15, 2026, at 5:30 p.m. The public comment hearing will be held virtually and in-person, allowing for interested persons to make a comment telephonically, through the Microsoft Teams application from the internet, or in-person at the Commission headquarters. Interested persons intending to make a virtual public comment must register with the Commission by 4:00 p.m., Friday, July 10, 2026. Registration may be made by any of the following methods:
