ADVERTISEMENT FOR BIDS
Sealed bids for the Beaver Creek Fishery Enhancement project will be received by Canaan Valley Institute, 10624 Appalachian Highway, Davis, West Virginia 26260, until 2:00 P.M., on April 16, 2021 for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Construction Notes, Bid and Bid Schedule, Technical Specifications and Plans (Drawings) prepared by Downstream Strategies, and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.
The Work to be bid upon is generally described as follows:
• Remove an existing culvert and convert the site to a low water crossing/ford at the A Frame
Road site (site 1).
• Narrow the over wide channel below the previously removed limestone drum treatment dam utilizing
log toe and bankfull bench creation at the drum dam site (site 2).
• Install toe wood and brush mattress and boulder vane in channel to stabilize the right bank and install
step stone structures on a small tributary to stabilize head cutting at erosion site (site 3).
• Logs will be a mix of boles with root wads, logs, brush, large rocks, bed material and soil material
excavated from high spots within the floodplain. Logs shall be 12” to 24” at the DBH. Trees to be used
in this work cannot be gathered onsite.
• Provide and install temporary and permanent seeding, and mulch the disturbed areas as earthwork is
completed.
• Be responsible for meeting the conditions of all permits acquired by CVI and/or the landowner.

The two envelope system will be used for bidding this project.
A bidder may not withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to Canaan Valley Institute in an amount not less than five percent (5%) of the base bid.
All bids shall also be accompanied by an executed Drug Free Workplace Certification, and a valid WV Contractors License.
A mandatory Pre-Bid Conference will be held at the parking lot of the NYSC, 494 Riverstone Road, Davis, WV, on Thursday April 8 2021 at 11:00 A.M. A visit to the site will follow the Pre-Bid Conference, as time allows.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
Canaan Valley Institute reserves the right to reject any and/or all bids.
Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by Canaan Valley Institute and West Virginia Department of Environmental Protection – Office of Abandoned Mine Lands and Reclamation Economic Revitalization Program.
Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109, Act, the Contract Work Hours Standard Act and the “Buy American Act,” which will be discussed at the Pre-Bid and in the addendum.
Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate.
USE OF MINORITY, WOMEN’S AND SMALL BUSINESS ENTERPRISES
Should the Contractor intend to sublet a portion of the work on this project, it shall seek out and consider minority, women and small business enterprises as potential subcontractors. The Contractor shall contact minority, women’s and small businesses to solicit their interest, capability, and prices, and shall retain proper documentation to substantiate such contacts.
The Contractor will sign and provide the Minority, Women’s and Small Business Affirmative Action Certification to DEP along with the name(s) of any subcontractor(s) it submits for approval.
