Office of the Engineer: Waste Water Management, Inc. 2820 Dorr Avenue, Suite 200 Fairfax, VA 22031 The work to be bid upon is described as follows: Contract #1 – Collection System consists of approximately 17,200 linear feet of gravity sewer piping and approximately 31,500 linear feet of sewer force main piping. Gravity sewer pipe ranges in size from 8-inch to 12-inch diameter HDPE and PVC pipe. Force main pipe ranges in size from 1-1/4-inch to 8-inch diameter HDPE. Force main pipe shall be installed by the horizontal directional drilling method wherever possible. Contract includes all packaged grinder pump stations, manholes, cased road crossings, stream crossings, valves, air release assemblies and flushing connections, erosion and sediment control, maintenance of traffic, and all other associated work as described in the Contract Documents. Contract #2 – Pump Stations consists of eight (8) sewage pumping stations including site work, excavation and backfill, below ground structures, pumps, piping, and all associated mechanical and electrical work to provide fully functioning pump stations. Contract includes limited demolition and decommissioning of five (5) existing packaged wastewater treatment plants and all other associated work as described in the Contract Documents. Contract #3 – Wastewater Treatment Plant consists of one 550,000 gallon-per-day membrane bioreactor wastewater treatment plant constructed inside an approximately 15,000 gross square foot building on a 3-acre site along Cup Run near its crossing of Snowshoe Drive. The contract includes all related work including site work, excavation and backfill, building construction, access road and parking area, equipment provision and installation, site and interior piping and electrical, site lift station, and outfall structure. Additional work is included at the existing Snowshoe Village wastewater treatment plant including limited piping and electrical modifications, and extensive decommissioning work including site grading and lagoon closure. The contract also includes decommissioning of the existing wastewater treatment plant at Silver Creek and all other associated work as described in the Contract Documents. Documents Deposit Hard copies of Plans & Specifications are available for purchase from the office of the Engineer. Plans & Specifications – (per Contract): $500.00 If documents are mailed, a non-refundable $50.00 postage handling charge will be required. The above stated deposit is required before the documents can be made available. Copies of plan sheets and specification pages are available for specific items and may be requested at a charge of $1.00 per plan sheet and $0.25 per specification page. Any additional requirements of other funding sources The two envelope system will be used for bidding this project. Envelope No. 1 will contain the required bidder information as outlined in the Contract Documents. Envelope No. 2 will consist solely of the Bid Form and be separate from Envelope No. 1. The two (2) envelopes shall be submitted in a single, large envelope, labeled with the CONTRACTOR'S name, address, and the name of the project with the contract number. The procedure for opening the bids is also outlined in the Contract Documents. The requirements for bidders and CONTRACTORS under this order are explained in the Specifications. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on the "Excluded Parties List System" at www.epls.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2, CFR Part 180. The OWNER reserves the right to reject any or all bids. Each Bidder must submit with his bid, security in the amount, form, and subject to the conditions provided for in the Instructions to Bidders. A mandatory pre-bid conference will be held on February 25, 2015 at 1:00 PM at the Tygart A/B room in Allegheny Springs building at the Snowshoe Resort, at 10 Snowshoe Drive, Snowshoe WV, 26209. A tour of the project will follow the pre-bid conference. Bids will not be accepted from any Bidder that does not attend this mandatory conference. No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
