ADVERTISEMENT FOR BIDS

Sealed Bids will be received by the City of Elkins, 401 Davis Avenue (City Hall), Elkins, West Virginia 26241, at the specified dates and times for the following work:

Contract No. 1: Distribution System, until 1:00 P.M., L.P.T., April 15, 2015.

Contract No. 2: Distribution System, until 1:30 P.M., L.P.T., April 15, 2015.

Contract No. 3: Raw Water Line, until 2:00 P.M., L.P.T., April 15, 2015.

Contract No. 4: Water Treatment Plant, until 2:30 P.M., April 15, 2015.

The total base bid price for each contract shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Instructions to Bidders, Bid Form, General Conditions of the Construction Contract, RUS Supplementary Conditions, RUS-WV Supplemental General Conditions, Additional Supplemental General Conditions, and Plans and Detail Specifications prepared by Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all bids that have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.

The work to be bid upon is described as follows:

Contract No. 1

The Project consists of the construction of approximately 2,265 L.F. of 12”, 13,405 L.F. of 8”, 3,885 L.F. of 6”, 145 L.F. of 4” and 730 L.F. of 2” PVC potable water line; 220 L.F. of 8” and 510 L.F. of 6” DIP potable water line; 878 L.F of 1” and 1,898 L.F. of æ” service line; 270 L.F. of 16”, 250 L.F. of 12” and 90 L.F. of 8” steel casing pipe, bore and jack; service reconnections; gate valves; fire hydrants; blow-off assemblies; meter reconnections; cut and capping existing lines; pressure grouting of existing lines; miscellaneous surface restoration; various connections to existing system and is identified as City of Elkins Water System Improvements Contract No. 1 – Distribution System and is shown on Contract Documents prepared by Chapman Technical Group.

Contract No. 2

The Project consists of the construction of approximately 1,620 L.F. of 12”, 2,886 L.F. of 8”, 1,644 L.F. of 6”, 1,975 L.F. of 4” and 835 L.F. of 2” PVC potable water line; 2,864 L.F. of 18” and 400 L.F. of 6” DIP potable water line; 1,460 L.F of 1” and 1,395 L.F. of æ” service line; 40 L.F. of 36”, 80 L.F. of 24”, 40 L.F. of 16” and 40 L.F. of 4” steel casing pipe, bore and jack; service reconnections; gate valves; air release valves; fire hydrants; blow-off assemblies; meter reconnections; cut and capping existing lines; pressure grouting of existing lines; miscellaneous surface restoration; three (3) factory built booster pumping stations; various connections to existing system and is identified as City of Elkins Water System Improvements Contract No. 2 – Distribution System and is shown on Contract Documents prepared by Chapman Technical Group.

Contract No. 3

The Project consists of the construction of approximately 4,210 L.F. of 24” raw water line; 125 L.F. of 12” PVC potable water line; 30 L.F. of 6” and 30 L.F. of 4” DIP potable water line; 245 L.F. of æ” service line; 3,624 L.F. of 8” PE process waste line; 200 L.F. of 48” steel casing pipe, bore and jack; 24” bends; service reconnections; gate valves; air release valves; fire hydrants; blow-off assemblies; meter reconnections; cut and capping existing lines; miscellaneous surface restoration; one (1) flow meter vault; one (1) check valve vault; various connections to existing system and is identified as City of Elkins Water System Improvements Contract No. 3 – Raw Water Line and is shown on Contract Documents prepared by Chapman Technical Group.

Construction time limit is 365 calendar days each for Contract Nos. 1, 2, and 3.

Contract No. 4:

The project consists of the construction of a new 6.0 MGD water treatment plant consisting of construction of a new raw water intake structure and renovations to the existing intake building; post-tension pre-cast concrete flocculation and settling basin; 7,700 SF pre-engineered metal building to house (owner furnished) membrane treatment system and all necessary appurtenances; sludge dewatering facility; sludge holding tank; chemical feed system; disinfection system; treatment process wastewater tank; SCADA system, plant piping; mechanical and electrical work; maintenance building; emergency generator building; site work; and is identified as Contract No. 4 – City of Elkins- Water Treatment Plant, and is shown on Contract Documents prepared by Chapman Technical Group.

Construction time limit is 365 calendar days for Contract No. 4.

Plans and Specifications MUST be obtained by each Bidder from the office of Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, telephone (304) 727-5501, upon payment of the following:

Contract Nos. 1, 2 or 3 – $100.00 (each) non-refundable deposit.
Contract No. 4 – $325.00 non-refundable deposit.

Failure of any bidder to purchase plans, specifications, and contract documents from the Engineer prior to submittal of bid will result in rejection of said bid.

A two envelope system will be used as outlined below and in Paragraph 15.03 of the Instructions to Bidders (RUS Bulletin 1780-26, Attachment F). Each bid for each contract shall be submitted in a separate sealed (inner) envelope containing the executed Bid Form (RUS Bulletin 1780-26, Attachment G)and included in a larger sealed (outer) envelope containing the Bid Bond, Power of Attorney, Drug Free Workplace Conformance Affidavit, WV Jobs Act Conformance Certification, Compliance Statement (Form RD 400-6), Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion – Lower Tier Covered Transactions (Form AD-1048), and Certification for Contracts, Grants and Loans (RD Instruction 1940-Q, Exhibit A-1).

The larger (outer) sealed envelope containing the bid forms must have the following information on the lower left hand corner for the respective contract being bid:

Contract No. 1

“Name and Address of Bidder, City of Elkins, Bid on Distribution System, Contract No. 1, to be opened at 1:00 P.M., L.P.T., April 15, 2015.”

Contract No. 2

“Name and Address of Bidder, City of Elkins, Bid on Distribution System, Contract No. 2, to be opened at 1:30 P.M., L.P.T., April 15, 2015.”

Contract No. 3

“Name and Address of Bidder, City of Elkins, Bid on Raw Waterline, Contract No. 3, to be opened at 2:00 P.M., L.P.T., April 15, 2015.”

Contract No. 4

“Name and Address of Bidder, City of Elkins, Bid on Water Treatment Plant, Contract No. 4, to be opened at 2:30 P.M., L.P.T., April 15, 2015.”

The Contractor’s Qualification Statement, from the two (2) lowest bidders for this contract must be submitted to Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, by 4:00 P.M., L.P.T., April 22, 2015.

Prospective Bidders are advised that the contracts awarded under this Advertisement for Bids are to be funded by a grant and/or loan from the USDA Rural Development. Neither the United States or State of West Virginia nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract.

Bidders must comply with the Federal Requirements described in RUS Bulletin 1780-26, Attachment H, Supplementary Conditions of the Standard General Conditions of the Construction Contract, SC-18 Federal Requirements.

All prospective Bidders must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts.

Prospective Bidders are hereby advised that it is their responsibility to adhere to all applicable Federal, State, and Local requirements and regulations including but not limited to, Equal Employment Opportunity, Segregated Facilities, Discrimination in Employment, Affirmative Action and Minority Business Participation, the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standards Act.

All prospective Bidders are required to attend a Mandatory Pre-Bid Conference to be held at City Fire Station, located at 216 4th Street, Elkins, WV at 1:00 P.M., L.P.T., April 1, 2015, for the purpose of discussing the project and touring the project sites.

No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.

Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.

The City of Elkins reserves the right to reject any or all Bids.
