ADVERTISEMENT FOR BIDS
Sealed Bids for providing leak detection equipment on the Water System Upgrade-Phase 1 project will be received by the City of Ronceverte at their office at P.O. Box 417, 182 West Main Street, Ronceverte, WV 24970, until 2:00 pm local time on September 10, 2019 at which time the Bids received will be publicly opened and read. This bid includes the scope of work on the following contract:
Contract #1-Leak Detection Equipment – Providing data logger and correlation equipment and ground microphone
listening equipment.
Bids shall be submitted on the furnished Bid forms. Bids shall be on a lump sum and unit price basis as indicated on the Bid Form. This contract is being funded by the WV DWTRF Program.
The Issuing Office for the Bidding Documents is: E.L. Robinson Engineering, 5088 Washington Street, West, Charleston, West Virginia 25313; E.L. Robinson Engineering, 207 Brookshire Lane, Beckley, WV 25801 – Phone (304) 252-7473. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9 am to 4 pm and may obtain copies of the Bidding Documents from the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a cost of $25 for each set. Checks for Bidding Documents shall be payable to “E.L. Robinson Engineering Co”. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.
No Bidder may withdraw their bid for a period of sixty (60) days after the time of the opening of the Bids.
“DBE REQUIREMENTS”
Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the Contract Documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
The bidder agrees to make “good faith efforts” to subcontract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.
“NONDISCRIMINATION IN EMPLOYMENT”
“Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The re-quirements for bidders and contractors under this order are explained in the specifications.”
Any Contractor/Supplier submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the equipment is to be provided.
The Owner reserves the right to reject any and all Bids.
