ALBANS COUNCIL MEETING NOTICE Please take notice that at a regular meeting of the Council of the City of St. Albans, West Virginia, held on Monday, May 4, 2026 the following ordinance was read for first reading, and will come up for second reading at a regular meeting at 6:30 p.m. on Monday, May 18, 2026 in Council Chambers, 51 Sixth Avenue: ORDINANCE AUTHORIZING THE ACQUISITION AND CONSTRUCTION OF CERTAIN EXTENSIONS, ADDITIONS, BETTERMENTS AND IMPROVEMENTS TO THE WATERWORKS PORTION OF THE EXISTING COMBINED PUBLIC WATERWORKS AND SEWERAGE SYSTEM OF THE CITY OF ST. ALBANS AND THE FINANCING OF THE COST THEREOF, NOT OTHERWISE PROVIDED, THROUGH THE ISSUANCE BY THE CITY OF ST. ALBANS OF NOT MORE THAN $4,500,000 IN ORIGINAL AGGREGATE PRINCIPAL AMOUNT OF COMBINED WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS, SERIES 2026 A (WEST VIRGINIA INFRASTRUCTURE FUND); PROVIDING FOR THE RIGHTS AND REMEDIES OF AND SECURITY FOR THE REGISTERED OWNERS OF SUCH BONDS; AUTHORIZING EXECUTION AND DELIVERY OF ALL DOCUMENTS RELATING TO THE ISSUANCE OF SUCH BONDS; APPROVING, RATIFYING AND CONFIRMING A LOAN AGREEMENT RELATING TO SUCH BONDS; AUTHORIZING THE SALE AND PROVIDING FOR THE TERMS AND PROVISIONS OF SUCH BONDS AND ADOPTING OTHER PROVISIONS RELATING THERETO. (Second reading on May 18th and Public Hearing and third reading and adoption on June 1st) A Public Hearing will be held at 6:15 p.m. on June 1st prior to third reading and adoption to discuss the ordinance regarding the MUC Bonds. The Public Hearing will be held in the cafeteria at the McKinley Recreation Center, 3000 Kanawha Terrace, St. Albans, WV. This ordinance may be reviewed at the Clerk's Office, 1499 MacCorkle Avenue.
