ALBANS MEETING NOTICE Please take notice that at a regular meeting of the Council of the City of St. Albans, West Virginia, held on Monday, May 18, 2026 the following ordinances were read for first reading, and will come up for second/third reading and adoption at a regular meeting at 6:30 p.m. on Monday, June 1, 2026 in the cafeteria at the McKinley Recreation Center, 3000 Kanawha Terrace, St. Albans, WV. : 1. AN ORDINANCE APPROVING THREE SEWER SYSTEM IMPROVEMENT PROJECTS AND SETTING FORTH THE RATES, FEES AND CHARGES FOR SERVICE TO CUSTOMERS OF THE SEWER SYSTEM OF THE CITY OF ST. ALBANS. (Public Hearing and second reading and adoption on June 1st) 2. AN ORDINANCE APPROVING THREE WATER SYSTEM IMPROVEMENT PROJECTS AND SETTING FORTH THE RATES, FEES AND CHARGES FOR SERVICE TO CUSTOMERS OF THE WATER SYSTEM OF THE CITY OF ST. ALBANS. (Public Hearing and second reading and adoption on June 1st) 3. ORDINANCE AUTHORIZING THE ACQUISITION AND CONSTRUCTION OF CERTAIN EXTENSIONS, ADDITIONS, BETTERMENTS AND IMPROVEMENTS TO THE WATERWORKS PORTION OF THE EXISTING COMBINED PUBLIC WATERWORKS AND SEWERAGE SYSTEM OF THE CITY OF ST. ALBANS AND THE FINANCING OF THE COST THEREOF, NOT OTHERWISE PROVIDED, THROUGH THE ISSUANCE BY THE CITY OF ST. ALBANS OF NOT MORE THAN $4,500,000 IN ORIGINAL AGGREGATE PRINCIPAL AMOUNT OF COMBINED WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS, SERIES 2026 A (WEST VIRGINIA INFRASTRUCTURE FUND); PROVIDING FOR THE RIGHTS AND REMEDIES OF AND SECURITY FOR THE REGISTERED OWNERS OF SUCH BONDS; AUTHORIZING EXECUTION AND DELIVERY OF ALL DOCUMENTS RELATING TO THE ISSUANCE OF SUCH BONDS; APPROVING, RATIFYING AND CONFIRMING A LOAN AGREEMENT RELATING TO SUCH BONDS; AUTHORIZING THE SALE AND PROVIDING FOR THE TERMS AND PROVISIONS OF SUCH BONDS AND ADOPTING OTHER PROVISIONS RELATING THERETO. (Public Hearing and third reading and adoption on June 1st) A Public Hearing will be held beginning at 6:00 p.m. to hear comments regarding the above captioned ordinances. The Public Hearing will be held in the cafeteria at the McKinley Recreation Center, 3000 Kanawha Terrace, St. Albans, WV.
