REQUEST FOR PROPOSALS
ENVIRONMENTAL CONSULTANT SERVICES
EPA BROWNFIELDS ASSESSMENT PROJECT
PROPOSALS DUE: 2:00 pm, Friday, December 19, 2014
The City of Thomas is seeking proposals from qualified and experienced consultants to provide professional environmental services to carry out assessment and project tasks under a U.S. Environmental Protection Agency (EPA) funded Community-Wide Brownfields Hazardous Materials Assessment Grant. The consultant will work with City officials, a project management Task Force, and local non-profit organization to carry out the duties in the Work Plan developed as part of the EPA grant for this project. The work will include: (1) Phase I Environmental Site Assessments, (2) Phase 11 Environmental Site Assessments, (3) Community Outreach and Site Priority Ranking responsibilities, (4) Site Reuse and Remedial Planning Evaluations, and (5) Program Oversight reporting.
Consultants are invited to submit a proposal outlining their experience and qualifications in performing work directly related to the services required, along with a separately sealed price proposal. Proposals will be received until 2:00 pm on Friday, December 19, 2014. Proposals will not be accepted after the stated closing date and time. Late proposals will be returned to the applicant unopened. Both hardcopy and electronic versions of the proposal must be received to be considered as per the RFP instructions.
The City of Thomas reserves the right to (1) Reject any or all proposals deemed incomplete or unsuitable for the City’s needs and to (2) select the proposal which appears to be in the best interest of the City after the review and interview processes are complete. Small, minority, and women-owned businesses are encouraged to submit a proposal.
