Code 56-3-33 Case No. RAC-2026-00033 TO: MELINDA SHORT Last Known Address: 12108 Venable Ave., Chesapeake, WV 25315 Last Known Employer: Long John Silver's 9109 MacCorkle Ave SE, Marmet, WV 25315 Personal service attempted at employer – unsuccessful. No forwarding address known. The Town of Chesapeake, West Virginia acquired the above-referenced property at public auction from the prior owner, Robert Howell. The Town of Chesapeake was not and is not the landlord of Melinda Short. Following acquisition, the Town issued a written Notice to Vacate the Lot dated June 30, 2025, directing Ms. Short to remove her mobile home from Town-owned property by September 30, 2025. Ms. Short had no continuing right to occupy Town-owned property after that date. The mobile home owned by Melinda Short was destroyed by fire on October 22, 2025. The burned structure has remained on Town-owned property for more than 218 days without any remedial action by Ms. Short. The burned shell constitutes a nuisance and unsafe structure in violation of the Codified Ordinances of the Town of Chesapeake, including 1101.03(b), 1101.03(m), 308.01, 361.01, and 533.07, and W. Va. Code 8-12-5. Citations have accrued at $250.00 per day from October 1, 2025. As of May 28, 2026, $59,750.00 in fines and fees has accrued. Fines continue to accrue daily pursuant to 1101.99 of the Codified Ordinances of the Town of Chesapeake. YOU ARE HEREBY ORDERED to immediately remove the burned mobile home structure, all debris, fixtures, and personal property from Town-owned property and to clear the lot to bare ground.
