Flood and Building Repairs
Clay County Public Library, Clay, WV
Sealed Request for Proposals (RFP) will be accepted by the Clay County Commission, Office of the County Clerk, 246 Main Street, Clay, WV 25043, up to 10:00 AM, local prevailing time on Wednesday, December 11, 2019, for the work described below at the location indicated.
The following project objectives:
Qualified contractors are asked to provide an estimate for the necessary repairs to the Clay County Public Library. The scope of repairs includes but is not limited to concrete replacement, excavation, foundation waterproofing, foundation stabilization (vertical helical piers), and surface grading improvements. Specific details and repair recommendations will be provided in the bid packet. It will be critical that the repairs allow the publics use of the facility and that any interruptions of use be kept to a minimum. You must provide Clay Commission with the project records as required to meet FEMA grant management requirements.
All work obviously necessary for the completion of the contract shall be included, whether or not specifically shown or specified.
Proposals will be evaluated as described with the RFP.

Each proposal must be enclosed in a sealed envelope and addressed as follows and shall be clearly labeled “Clay County Library”.

Bidders must comply with the President’s Executive Order No. 11375 Amending Executive Order No. 11256 relating to Equal Employment Opportunity.
A proof of a contractor’s license from the State of West Virginia and a Certification of Compliance for payment of West Virginia Workers’ Compensation must be included with the proposal.
The Clay County Commission reserves the right to reject any and all proposals for any reason whatsoever.
No proposal may be withdrawn for a period of forty-five (45) days after the above date and time for receiving bids.
Funding for this project involves a Federal Emergency Management Agency (FEMA) Grant as well as a grant through the State of West Virginia Division of Homeland Security and Emergency Management
(WV DHSEM).
WV DHSEM grants mandate the fulfillment of WV requirements relating to MBE/WBE utilization.
