NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the New River Community & Technical College.

REQUEST FOR RELEASE OF FUNDS
On or after May 14, 2026, Region One Planning & Development Council will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grant B-24-CP-WV-2404 funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following project listed below. This is a corrective notice to revise the previous publication on February 20, 2026. The previous notice did not state the location of the Environmental Review Record (ERR), and did not state the correct contact information for citizens to submit objections to HUD.

Project Title: Welding and Machining Training Facility

Purpose: Construction of a new approximately 10,470-square-foot Welding and Machining Training Facility to expand workforce training capacity and support regional economic development initiatives.

Location: New River Community and Technical College Campus, 527 Odd Road, Ghent, Raleigh County, West Virginia 25843.

Estimated Cost: The total estimated project cost is $2,750,000, of which $2,750,000 is HUD Community Project Funding (CPF) Grant funding.

FINDING OF NO SIGNIFICANT IMPACT
Region One Planning & Development Council has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review at New River Community and Technical College Campus, 527 Odd Road, Ghent, Raleigh County, West Virginia; and may be examined or copied on weekdays M-F, 8 A.M to 4 P.M.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the New River Community & Technical College c/o Region One Planning & Development Council, 241 Mercer Springs Road, Suite 21, Princeton, WV 24740. Attn: Jordan Roark, Vice President of Finance and Facilities. All comments received by May 13, 2026, will be considered by the New River Community & Technical College and Region One Planning & Development Council prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS
Region One Planning & Development Council certifies to the New River Community and Technical College that Jordan Roark, in his capacity as Vice President of Finance and Facilities, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied under NEPA and related laws and authorities, and allows the New River Community and Technical College to use HUD funds.

OBJECTIONS TO RELEASE OF FUNDS
Because this is a corrective notice, the HUD objection period will run concurrently with Region One Planning & Development Council's comment period. The U.S. Department of Housing and Urban Development will accept objections to the release of funds and the Region One Planning and Development Council's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Region One Planning and Development Council; (b) Region One Planning and Development Council has omitted a step or failed to make a decision or finding required by 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the U.S. Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58. 76) and shall be emailed to [email protected]. Potential objectors should contact HUD to verify the actual last day of the objection period.
