NOTICE OF REQUEST FOR QUALIFICATIONS
FOR ENGINEERING SERVICES
The Tucker County Development Authority, Tucker County, West Virginia is in the process of developing a project that will provide enhanced sewer services to serve the Tucker County Industrial Park and surrounding areas. To accomplish this task, the Authority is obtaining statements of qualifications from qualified engineering consulting firms to provide these necessary engineering services. Professional services will include the development and completion of a feasibility study. This study will determine the most advantageous and feasible plan to serve the Town of Davis, City of Thomas, Tuscan Ridge Subdivision, Tucker County Landfill, National Youth Science Center, Rubenstein Center, for Davis Center and Tucker County Industrial Park.
The feasibility study shall consider Davis and Thomas current collection system Inflow and Infiltration (I&I), its impact on the proposed wastewater treatment plant upgrade or replacement options, and provide appropriate recommendations to address Davis and Thomas I&I. The feasibility study shall evaluate several alternative treatment technologies and locations for the wastewater treatment plant(s) to achieve compliance with Total Maximum Daily Loads (TMDL) and Waste Load Allocations (WLAs) for future National Pollutant Discharge Elimination System (NPDES) permitting. The feasibility study shall include a scoring system for evaluating the proposed alternatives including construction costs and operating and maintenance expenses. The feasibility study shall also include recommendations for water supply required for the proposed wastewater collection and treatment alternative.
The Tucker County Development Authority in not an entity capable of implementing the findings/recommendations contained in the feasibility study. Therefore, the feasibility study must be developed in a manner acceptable to all potential funding agencies so the Tucker County Development Authority can provide the feasibility study to the appropriate sewer management entity to pursue project implementation.
Additional engineering services required for implementation may include, but will not be limited to, the following: preliminary engineering report; project design; preparation of all necessary permit applications; preparation of construction plans, specifications, and bidding documents; assistance during bidding; construction administration services; and construction inspection services.
Sources of funding for these projects may include, but not limited to, the U.S. Economic Development Administration, WV Small Cities Block Grant Program, USDA Rural Development, Appalachian Regional Commission, WV Clean Water State Revolving Fund, and WV Infrastructure & Jobs Development Council.
Procurement of said services will be in accordance with WV Code Chapter SG and 2 CFR 200. All firms interested in being considered for this selection must submit by e-mail a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references.
The goal of the competitive process is to objectively select the firm that will provide the highest quality service. Accordingly, technical expertise and related experience will be weighed heavily. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for engineering services as project scopes are finalized.

The Authority reserves the right to accept or reject any and/or all submissions. All work will be performed in accordance with the regulations issued by State and Federal agencies relative hereto. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and the Access to Records provisions. The Authority shall ensure, to the fullest extent possible, that positive efforts are made to utilize small businesses, including those in rural areas, minority-owned firms, and women-owned business enterprises. The Authority will afford full opportunity to women and minority-owned business enterprises to submit a show of interest and response to this request and will not discriminate against any interested individual or firm on the grounds of race, creed, color, sex, age, handicap, or national origin in an award of the contract.
