Engineering Services
Invitation:
The Elk Conservation District (CD) covering Braxton, Clay, Nicholas, & Webster Counties is requesting Expression of Interest (EOI) for engineering services, on an as needed basis, for a period of 1 year, with up to four renewals. This is not an exclusive contract and the Elk Conservation District reserves the right to contract with other engineering firms for work, as desired, at their sole discretion.

The Elk Conservation District reserves the right to reject any, and all submissions.
All submissions are public information subject to the West Virginia Freedom of Information Act, W.Va. Code §298-1-1 et. seq. All submissions are subject to the West Virginia Ethics Act, W.Va. Code §6B-1-1 et. seq. including conflicts of interest.
Engineers are requested to submit EOI to the CD contact.

Proposal Requirements:
1. EOI may be withdrawn only by submitting a letter of withdrawal to the Conservation District contact.
2. Include federal employee identification number (FEIN).
3. Include demonstration of firm’s ability to accomplish required services for work described, including identifying key employees and their qualifications.
4. Include vendor identification # and copy of any other licenses required by state of WV.
5. Proof of WV Workers’ Compensation coverage.
6. Professional liability insurance with minimum limits of $1,000,000 or willingness to provide proof if
selected.
7. Submit an original and 1 copy of EOI to:

Work Description:
1. General engineering services
2. Channel restoration
3. Debris removal
4. Agricultural practices
5. Geotechnical analysis
6. Environmental survey
7. Site reclamation
8. Stream bank stabilization
9. Utility relocation
10. Watershed dam inspection and design
11. Endangered species investigations
– Investigations should include any potential threatened and endangered flora, fauna or critical habitats
within defined work areas.
12. Watershed based plans
13. Watershed dam structure repairs and upgrades: plan and design
14. Construction management
15. State Historic Preservation Office (SHPO), West Virginia Review and Compliance Program
– Any project that requires a government license or permit or utilizes government money, federal and state
laws require the project be sent to SHPO for a Section 106 review.
