NOTICE OF FILING
AND HEARING
On April 17, 2018, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo) (collectively Companies) filed their 2018 petition for Commission review of their Vegetation Management Program (VMP) and true-up of the VMP Surcharge, their third such filing. The Companies’ Petition indicates an under-recovery balance of $37.1 million. The Companies are requesting that the current VMP Surcharge rates remain in effect with the under-recovery balance being offset by the Unprotected Excess accumulated deferred federal income tax reserves that result from the Tax Cuts and Jobs Act of 2017. Alternatively, the Companies propose an increase in the VMP Surcharge rates to produce additional VMP revenues to cover the alleged $37.1 million shortfall. If approved, this request would raise rates in West Virginia by 2.5 percent. The Companies also propose to change the design of residential VMP Surcharge rates from the current charge based on usage to a fixed monthly customer charge. Under the Companies proposal, the monthly customer VMP charge would be $5.80 under the Companies’ preferred alternative and $11.10 under the second alternative.
The Commission has scheduled an evidentiary hearing for 9:30 a.m. on Monday, August 13, 2018, in the Howard M. Cunningham Hearing Room at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia 25301.
Anyone desiring to intervene and act as a party in this case should file a Petition to Intervene within ten days following the date of this publication, complying with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure.
