The Plaintiffs are granted leave to serve the Defendant, West Virginia Division of Rehabilitation Services, by publication in accordance with Rule 4(e) of the West Virginia Rules of Civil Procedure. 2. The Plaintiffs shall cause a notice of this action to be published once a week for two successive weeks in a newspaper of general circulation in Kanawha County, West Virginia. 3.
