INVITATION TO BID

Collegiate Housing of Bluefield, Inc. (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for Heritage Village at Bluefield State College, 219 Rock Street, Bluefield WV. The new Student Housing will be located on the Bluefield State College campus south of the Student Center, north of Pulaski Street, and west of Rock Street in Mercer County, West Virginia.

All bids must be submitted in accordance with the Bidding Documents issued by the Architect- Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to Collegiate Housing of Bluefield, Inc., by care of Brown Edwards CPAs located at 1815 Jefferson Street, Bluefield WV 24701 on or before 1:30 p.m. local time on December 20, 2019, at which time bids will be opened and read aloud. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Heritage Village” highlighted on the outside of the outer envelope.

The Project consists of construction of four new 11,175 SF Student Houses on a 2 acre site. Site preparation includes sediment and erosion control, demolition of site elements, installation of new H-pile with precast concrete lagging retaining walls, and existing underground utilities rerouting. Site work includes grading, new site utilities, pavement for limited parking, concrete walkways, gravity segmental retaining walls, landscaping, site lighting, and concrete ramps. Building construction includes excavation for foundations and utilities, concrete footings, CMU foundations, concrete slab on grade, wood framing, masonry veneer walls, prefabricated architectural columns/cornices, steel fabricated stair railings, aluminum windows and storefront, EPDM low slope roofs, asphalt shingles, plumbing, HVAC, lighting, fire alarm, sprinkler system, access controls, and electrical.

The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time of December 1, 2020 as defined in Article 14 of the Agreement, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor’s surety shall be liable for and shall pay the Owner $3000 (three thousand dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. As an incentive to Substantially Complete one of the four buildings by August 1, 2020, the Owner is offering a $30,000 bonus. Additional details can be found in the Project Manual.

This project is not subject to federal prevailing wage rates.

Bid Documents for the Stipulated Sum contract may be obtained from C & B Blueprint, Inc., 824 6th Street,
Huntington WV 25701, for a refundable deposit of $300.00 for each set on or after December 2, 2019. Deposits will be refunded to Bidders who return the Bidding Documents, in good condition, within ten (10) days following the Bid Opening. Partial sets will not be issued. Bid Documents may be viewed at the office of the Architect, the Owner, McGraw-Hill Dodge Reports, Reed Construction Data, Contractor’s Association of West Virginia, Contractor’s Association of Virginia, Parkersburg-Marietta Contractor’s Association, Ohio Valley Construction Employer’s Council, and the Construction Employer’s Association of North Central West Virginia.

Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual.

A Pre-Bid Meeting will be held at 1:30 p.m., December 10, 2019, in the Cafeteria of the Student Center located at Bluefield State College, 219 Rock Street, Bluefield, WV 24701. Attendance is mandatory for General Contractors. All General Contractors MUST attend the pre-bid meeting to familiarize themselves with the Project. Should any Bidder fail to attend, their Bid will be disqualified.

All bids must comply with Chapter 21, Article 11 of the West Virginia State Code “West Virginia Contractor Licensing Act.”

Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 7 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission. Substantial Completion dates will be revised accordingly. The Owner reserves the right to accept or reject any or all bids, to waive informalities, and to re-advertise.
