Grid-Tied Solar System(s)
Project Location(s): Shepherdstown Public Library

I. Project Description: The Shepherdstown Public Library is soliciting proposals to add a solar system to offset our electricity use to reduce utility expenses now and into the future. We seek a qualified, experienced Contractor/Vendors for the design and installation of a net metered solar array to provide electricity for the Shepherdstown Public Library.
II. Objective: This RFP is to identify and select the most qualified solar array system for the design, fabrication, delivery, installation and maintenance service for the Library.
III. General: The scope of services provided by the Contractor/Vendor shall include all tasks required to design, fabricate, deliver, and install the PV system for Shepherdstown Public Library. The scope shall include, but not be limited to, securing all permits and approvals from governing agencies, all labor, taxes and services, permit fees, and equipment necessary to produce a fully operational solar PV system. The installed will coordinate with the utility to secure Permission to Operate, and train the facility’s staff on system monitoring. The proposal shall contain a detailed explanation of the entire project and delineation of all work tasks to be performed by the awarded contractor.
IV. Proposal shall include:
A. Solar design, including module layout, DC system capacity, estimated annual production, and description of major components. System monitoring is required.
B. Description of relevant equipment and installation warranties, and the ongoing maintenance services provided by the installer.
C. Price and financial analysis of the proposed system, including anticipated utility bill savings. – Firm name and address, description of firm, number of employees and years in current business, electrical and other licenses or certification, and list of subcontractors (if any) and their qualifications.
D. Description of past, similar solar PV projects, including contact information for 3 client references. Sample purchase contract.
E. Anticipated project timeline.
V. Installation
A. Supply all equipment, materials and labor necessary to install the solar PV system and integrate it. Shepherdstown Public Library desires that the system include a monitor for public access to allow real-time monitoring of the energy production of the array.
VI. Electrical Interconnections
Supply and install all equipment required to interconnect the solar PV system to the Potomac Edison power grid.
A. The awarded Contractor/Vendor will fulfill all applications, studies, and testing to complete the interconnection process. All costs associated with utility interconnection shall be included in the proposal.
B. The Contractor/Vendor will do commissioning and acceptance testing. They will provide operation, maintenance and parts manuals for the solar PV system and as built drawings of the completed system. The Library should be fitted with monitoring equipment capable of recording both the kWh consumption of the premises and the kWh generated by the solar array and include a public viewing portal accessible at the Shepherdstown Public Library.
VII. Requirements
A. The Contractor/Vendor must be licensed to install PV equipment in the State of West Virginia.
B. The Contractor/Vendor will provide the following regarding their qualifications:
1. Company status (private/public) and number of employees
2. States in which they do business
3. Project Manager: name and qualifications
4. Other parties involved in the proposal
5. Hold Harmless/Indemnification certification
6. Certificate of Regulatory Licensing and Permit Compliance
7. Certificates of Insurance (General liability, Worker’s Compensation and Vehicle) as required.
8. W-9s
9. A minimum of three references from grid connected PV projects completed within the last 12 months with contact information are required
VIII. Selection Process
The following criteria will be used to select a Contractor/Vendor for this project:
A. Qualifications of the proposal firm
B. Ability to complete the project in the allowed time frame
C. Proposed energy output versus project cost
D. Equipment selection
No in-person interviews or presentations will be entertained; the successful Contractor/Vendor will be chosen according to the highest scoring paper response. Shepherdstown Public Library may negotiate with the proposer the cost and equipment choices in the interest of selecting what is most advantageous to the Library.
Proposals will be evaluated based on the capacity and quality of design proposed; the anticipated savings to be delivered; and the qualifications and experience of the solar installer. Preference will be given to the installer with the demonstrated longevity and capacity to service the array for its working life. Additionally, preference will be given to West Virginia-based installers, installers utilizing union labor, and installers leveraging state/federal grants to help pay for the system.
IX. Proposal Deadline

All that certain lot or parcel of land with dwelling house and other improvements thereon containing 0.55 acres, more or less, situate on the Millville Bloomery road near Hopewell Farm, Harpers Ferry District, Jefferson County, West Virginia, as the same is more particularly bounded and described according to a plat of survey thereof dated April 1914, prepared by D. J. Howell entitled, “Plat of Lot Sold E. A. Ott”, which said plat is attached to, made a part of and incorporated in a deed dated April 29, 1914, from David J. Howell, et ux., to E. A. Ott, recorded in the Office of the Clerk of the County Commission of Jefferson County, West Virginia, in Deed Book 111, at Page 67, to which said deed and plat reference is hereby made for a more complete and accurate description by metes and bounds of the parcel hereby conveyed.
AND BEING the same real estate conveyed to John Steele Desmond from Sally Brewster Moulton by deed dated September 26, 2003, and recorded in the Office of the Clerk of the County Commission of Jefferson County, West Virginia, in Deed Book 980, at Page 110.
THIS CONVEYANCE IS MADE SUBJECT, HOWEVER, to covenants, agreements, rights of way, restrictions and easements of record.
At the time of the execution of the Deed of Trust, this property was reported to have an address of: 1987 Bloomery Rd, Charles Town, WV 25414.
The referenced real estate will be conveyed with no covenants of warranty, and subject to all covenants, restrictions, easements, rights of way and reservations which may be a matter of record in the aforesaid Clerk’s Office or visible upon the ground, all prior liens and encumbrances, including, without limitation, liens for real estate taxes, incinerator, sanitary and sewer charges. The purchasers at the sale shall be responsible for paying the recording costs and also the tax on the privilege of transferring real property (the cost of the tax stamp to be affixed to the deed). The purchasers shall be responsible for payment of all real estate taxes.
The subject property will be sold in “AS IS” condition. The Substitute Trustee shall be under no duty to cause any existing tenant or person occupying the subject property to vacate said property.
TERMS: $9000.00 in cash and/or certified funds as deposit at the time of sale with the balance due and payable within 30 days of the day of sale. Sale is also subject to buyer providing Trustee with information needed for reporting requirements required by Federal Law including FinCen requirements (31 CFR Chapter X) within 15 days from date of sale.
FEDERAL TAX LIEN: In the event that there are Federal Tax Liens against the property, the United States would have the right to redeem the property within a period of 120 days from the date of such sale or the period allowable for redemption under local law, whichever is longer.
Pursuant to the Deed of Trust, the Trustee may postpone the sale by public announcement at the time and place designated or by posting a notice of the same, and act by agent in the execution of the sale. The parties secured by the Deed of Trust reserve the right to purchase the property at such sale.
