WASTEWATER BIOSOLIDS SAMPLING AND TESTING OF
PER- AND POLYFLUOROALKYL (PFAS) SUBSTANCES
The City of Charles Town, West Virginia, by and through its Utility Board is seeking proposals for professional services from qualified firms for testing of biosolids from the Charles Town Wastewater Plant.
CTUB is seeking a firm that has the capabilities to assess the Per- and Polyfluoroalkyl Substances (PFAS) content of biosolids from the Charles Town Wastewater Treatment Plant located in Charles Town, West Virginia. The firm selected should utilize a laboratory approved by EPA to Support UCMR 5 testing. The firm selected should also be proficient in Method 1633A of 40 CFR Part 136 testing methods for wastewater and biosolids. The firm selected should be equipped with the expertise to physically collect, process and analyze at least four (4) weekly sets of samples for Per- and Polyfluoroalkyl Substances (PFAS) content of the biosolids product from the Charles Town Wastewater Plant.
The Request for Proposal (RFP) submission with its terms, conditions, attachments and all other forms in this package are due by Friday, February 7, 2025 by 4:00 pm. RFP’s received after the due date and time will not be accepted.

Item 1 – Information pertinent to the respondent’s background and experience relative to this project, public relations experience with a utility provider and/or public entity. List specific experience pertaining to UCMR 5 and Method 1633A testing.
Item 2-List of current clients.
Item 3- Three (3) references. The Proposer shall provide a list of three (3) client references, at least two (2) of which shall be current clients, for whom the same or similar type of services as those sought in this RFP have been or are being provided. The Proposer shall provide the location of the properties served, a contact person, electronic mail address, if available, and telephone number for each. CTUB reserves the right to contact clients for reference checks. In the event the Proposer plans to subcontract any services, the above information shall be provided as it relates to the subcontractor(s) and the services that will be performed by such subcontractor.
Item 4 – Firm Name, Address and Telephone number and email addresses.
Item 5 – Main Contact person.
Item 6- Resumes of personnel to be assigned to the project.
Item 7 – Fee proposal, include a breakdown of all fees for each task.
Item 8 – The proposer must be a registered contractor with the State of West Virginia and obtain a business license with the City of Charles Town.

Evaluation and Selection
All proposals will be evaluated by a small in-house committee made up of at least two (2) CTUB Directors and two (2) CTUB staff members familiar with the project. Interviews and/or presentations of the proposals will be requested if needed. The proposals will be evaluated based on the criteria listed above. Although not required, a point ranking system may be used to aid in the evaluation process.
The final scope of work and fee will be negotiated with the selected vendor. All firms submitting proposals will be notified of the selection results.

Washington St, Charles Town, WV 25414, on February 6th, at noon, for the JCCM Medical Clinic Renovation. The Bid Opening will occur at the same time in the JCCM Meeting Room, at which time all proposals submitted in accordance with the conditions of the contract documents will be publicly opened and read aloud.
Overview of Project
JCCM is seeking proposals to renovate the first floor of the building at 202 Racetrack St., Ranson, WV, to create a fully operational medical clinic. The selected contractor will provide all labor, equipment, supplies, and materials necessary to complete the project.
Scope of Work
- Demolition and Removal:
Roof Demolition: The roof demolition and replacement were competitively bid and awarded during the upper-level renovation project. As part of this project, JCCM Medical Clinic Renovation, the contractor will allocate half of the total cost of the roof demolition and replacement to this scope of work. No additional roof work or pricing is required for this project.
Interior Demolition: Removal of non-load-bearing walls, doors, and structural components to align with the new clinic layout.
Site Cleanup: Post-demolition cleanup and proper disposal of all materials, adhering to environmental and safety regulations.
2. Construction:
Public Areas: Buildout of a welcoming foyer, lobby, and ADA-compliant restrooms. Includes structural framing, drywall, flooring, lighting, and fixtures.
Administrative and Staff Areas: Construction of offices and support spaces with electrical work and cabinetry installations.
Laboratory Area: Development of a specialized medical testing space with plumbing, electrical systems, cabinetry, and appropriate flooring.
Parking Area: Finishing the parking area with asphalt and lining the spaces. The City of Ranson has approved straight parking spaces rather than diagonal ones.

HVAC Installation: Complete system installation meeting healthcare facility standards.

TERMS OF SALE:

REQUEST FOR PROPOSAL FOR WATER AND WASTEWATER CAPACITY IMPROVEMENT FEE STUDY
The City of Charles Town, West Virginia, by and through its Utility Board (CTUB) is seeking proposals for professional services from qualified firms to conduct a Water and Wastewater Capacity Improvement Fee Study.
CTUB is seeking a firm that has the capabilities to conduct a water and wastewater Capacity Improvement Fee study. The purpose of this study is to evaluate and determine the appropriate fees charged for new connections joining the water and wastewater systems and connection requiring additional system capacity. The fees are intended to recover the cost of constructing water and wastewater capacity. The study shall utilize a methodology that adheres to the strict principle that “growth pays for growth”. The RFP shall include a detailed scope of service and timeline to complete the study. Consultant shall include a preliminary review meeting with the CTUB Board of Directors to review the various methodologies and input parameters necessary for the completion of the study.
The Request for Proposal (RFP) submission with its terms, conditions, attachments and all other forms in this package are due by Wednesday, January 29, 2025 by 4:00 pm. RFP’s received after the due date and time will not be accepted.

Proposal Requirements
Responses are to be concise, specific and straightforward. All pertinent information is to be contained in the response. Each response is to include the following:
Item 1 – Detailed scope of service and timeline to complete the study. Include a preliminary meeting with the CTUB Board of Directors to review input parameters necessary to complete the study.
Item 2 – Information pertinent to the respondent’s background and experience relative to this project, rate making experience with a utility provider and/or public entity. List specific experience pertaining to development of Capacity Improvement Fees and/or System Development Fees specifically utilizing the “growth pays for growth” methodology.
Item 3-Three (3) references. The Proposer shall provide a list of three (3) client references for whom the same or similar type of services as those sought in this RFP have been or are being provided. The Proposer shall provide the location of the properties served, a contact person, electronic mail address, if available, and telephone number for each. CTUB reserves the right to contact clients for reference checks. In the event the Proposer plans to subcontract any services, the above information shall be provided as it relates to the subcontractor(s) and the services that will be performed by such subcontractor.

In accordance with W. Va. Code §8A-5-8 et seq., the Ranson Planning Commission will hold a public hearing on Monday, February 3, 2025 at 7:00 PM at Ranson City Hall, 312 S. Mildred Street, Ranson, WV. The purpose of the public hearing is to accept public comments on the final plat proposal for Lakeland Place at Fairfax Crossing located off North Fairfax Blvd including Parcels A-C & Residues A-E. All persons are invited to attend and make comments about the proposed final plat.

Please be advised that members of the military, their families, and other citizens residing outside of the United States may request an application to vote absentee in the City of Charles Town’s 2025 municipal election beginning January 1, 2025. Citizens can also register to receive absentee ballots for all elections by participating in the Federal Post Card Application program at www.fvap.gov. The city will begin to accept absentee voting applications from all other citizens for the municipal election beginning February 27, 2025, until May 16, 2025.
