LEGAL ADVERTISEMENT REQUEST FOR QUALIFICATIONS (RFQ) REGIONAL INTERGOVERNMENTAL COUNCIL (RIC) The Regional Intergovernmental Council (RIC), the Metropolitan Planning Organization (MPO) for the Charleston, West Virginia urbanized area, is requesting Statements of Qualifications (SOQs) from qualified professional consulting firms to establish a multi-award on-call consultant pool for planning, engineering, and related professional services. RIC anticipates selecting four (4) to five (5) firms to provide services on an as-needed basis under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure for a period of four (4) years. Services may include, but are not limited to, transportation planning studies, corridor and multimodal planning, traffic and transit analysis, engineering and design, land use and growth planning, public engagement, grant support, and related technical services. Selection will be conducted in accordance with qualifications-based selection procedures consistent with applicable federal regulations, including 23 CFR 172, where federal transportation funds are utilized.
