NOTICE OF PUBLIC HEARING AND DISPLAY
CDBG PROGRAM FY 2024-2028 FIVE-YEAR CONSOLIDATED PLAN,
FY 2024 ANNUAL ACTION PLAN AND ANALYSIS OF
IMPEDIMENTS TO FAIR
HOUSING CHOICE
FOR THE CITY OF BECKLEY, WEST VIRGINIA

Notice is hereby given that the City of Beckley, Raleigh County, WV will conduct a public hearing on Thursday, July 18th, 2024, at 5:00 p.m., prevailing time, in the Council Chambers at City Hall, 409 South Kanawha Street, Beckley, WV 25801. The City Council Chambers are accessible to persons with physical disabilities. If special arrangements are required to accommodate residents in order to participate in the public hearing, including a translator for non-English speaking residents, please contact Ms. Angela L. The purpose of the public hearing is to present the City of Beckley’s FY 2024-2024 Five-Year Consolidated Plan for its housing and community development needs, FY 2024 Annual Action Plan for the use of the FY 2024 allocation of Community Development Block Grant (CDBG) funds, and the 2024 Analysis of Impediments to Fair Housing Choice. The City intends to submit its FY 2024 Annual Action Plan in the amount of $300,555 for Community Development Block Grant funds based on the HUD allocation and the FY 2024-2028 Five-Year Consolidated Plan, and 2024 Analysis of Impediments to Fair Housing Choice will be submitted to HUD on or before August 15, 2024.

In order to obtain the views of residents, public agencies, and other interested parties, the City of Beckley will place the FY 2024-2028 Five-Year Consolidated Plan, FY 2024 Annual Action Plan, and 2024 Analysis of Impediments to Fair Housing Choice on display from June 21st, 2024, through July 22nd, 2024, at the following locations:

These documents will be available for examination during normal business hours of operation for a period of thirty (30) days until July 22nd, 2024. The plans will be submitted to the Beckley City Council for approval at its regular City Council Meeting at 6:30 p.m. on Tuesday, July 23rd, 2024.

The Proposed FY 2024-2028 Five-Year Consolidated Plan, FY 2024 Annual Action Plan, and the Analysis of Impediments to Fair Housing Choice were prepared after conducting a public hearing on housing and community development needs, meetings with housing provider agencies, social service agencies, meetings with the City’s staff and officials, and the result of a community-wide survey questionnaire.

The proposed CDBG Budget and activities are shown in the FY 2024 Annual Action Plan. The total amount of CDBG funds for project activities is $300,555.

If the City would undertake an activity that would result in the displacement of families or individuals, the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds.

All interested persons, groups, and organizations are encouraged to attend this public hearing and will be afforded the opportunity to present oral or written testimony concerning the proposed plans and uses of Federal funds under the FY 2024-2028 Five-Year Consolidated Plan, FY 2024 Annual Action Plan, and 2024 Analysis of Impediments to Fair Housing Choice.
