NOTICE IS HEREBY GIVEN THAT Concord University will accept sealed bids for the Renovations/Adaptive Re-use of Wooddell Hall located on the campus of Concord University, Athens, WV.
Sealed bids will be received by the Purchasing Department at Concord University, 1000 Vermillion Street, Athens, WV 24712 until 2:00 P.M., on Tuesday, September 17th, 2024 at which time all sealed bids will be publicly opened and read aloud. Bids received after that time will be returned to the bidder unopened.
The Work includes the renovation of approximately 8,200 sf of the 10,500 sf of the ground floor of Wooddell Hall for the new Nursing Program at Concord University in Athens, WV. The project consists of the non-structural interior renovation of former dormitory and multi-use spaces that will be re-purposed as faculty offices, assessment spaces, seminar and training type classrooms. Existing restrooms will be renovated and a new ADA lift will be installed as part of the work. The work includes, but is not limited to, selective demolition, new floor finishes, new acoustical ceiling systems, new power run throughout the spaces, new lighting, new plumbing fixtures and locations, and new gypsum board finishes and painting. There is no HVAC work included in the scope. Existing windows and doors on the ground floor will be removed and replaced as part of the work. The scope of work also includes some existing sidewalk demolition and replacement as well as some new sidewalk construction. Much of the new sidewalk is along the road and will have an integral curb and will provide ADA accessibility to the main entry from the campus accessibility path. There will also be a line item cost amount identified for central plant upgrades required for the primary electrical service and vertical construction upgrades required for future renovations. The project will be funded thru different sources and the cost of the work will need to be separated with the funding source costs, as identified in the bid documents.
All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in sealed envelope bearing the name “Renovations/Adaptive Re-use of Wooddell Hall.” Faxed bids will not be accepted. Bids may be mailed or delivered to Andrea Webb, Director of Purchasing, Concord University, 1000 Vermillion Street / PO Box 1000, Athens, WV 24712 if received prior to bid date.
A pre-bid meeting will be held at Wooddell Hall, Concord University, Athens, WV on Wednesday, August 28th, 2024, at 2:00 p.m. All general contractors bidding the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information.
Bidders on this work will be required to comply with President’s Executive Order No. 11246 which prohibits federal contractors and federally-assisted construction contractors and subcontractors, who do over $10,000 in Government business in one year from discriminating in employment decisions on the basis of race, color, religion, sex, sexual orientation, gender identity or national origin. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act (most recent wage scale rates available at sam.gov), the Copeland “Anti-Kickback” Act, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and federal regulations.
Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the laws, regulations, and ordinances of the State of West Virginia, Mercer County, and Concord University.
All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering into a contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.

Concord University reserves the right to reject any or all bids and to waive any informalities therein.
No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids.
