FY 2020 COMMUNITY
DEVELOPMENT BLOCK GRANT
PROGRAMS SUBSTANTIAL AMENDMENT
Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public hearing on March 16, 2021 at 5 p.m., prevailing time, in Council Chambers at City Hall, 409 South Kanawha Street, Beckley, WV.
The City Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate citizens for them to participate in the public hearing, including a Spanish interpreter, please call Ms. Angela King, Grants Administrator, City of Beckley, at (304) 256-1759, to make those arrangements by March 11, 2021.
The purpose of this public hearing is to present a substantial amendment to the City of Beckley’s FY 2020 Annual Action Plan for the use of Community Development Block Grant funds.
The City of Beckley adopted its FY 2020 Annual Action Plan and Budget for the use of CDBG funds on August 11, 2020. In accordance with CDBG program regulations, the City is permitted to make substantial amendments to its Annual Plan and Budget in accordance with the City’s Citizen Participation Plan.
The City has determined that it is necessary to amend the approved CDBG program budget for the previously approved program year of FY 2020. The funds will be reprogrammed to increase funding for another previously approved project and to add an additional street segment to the Street Improvements activity.
This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: the scope and location of the project activity have changed.
The amendments to FY 2020 CDBG Annual Action Plan are proposed as follows:
1. CD-20-03 Streets
Improvements
–Remove Graham Street, Klaus Street, and Sanders Avenue from the list of street segments to be improved with CDBG Program funds, which were improved with City General Funds resources in the summer/fall of 2020.
–Add the Broadway Avenue segment from Scott Avenue to Hilton Street to the list of streets to be improved with FY 2020 CDBG Program funds.
–ncrease the amount of CDBG Program funds allocated to the FY 2020 Street Improvement activity from $100,000.00 to $116,852.06. The additional $16,852.06 are unexpended funds from the FY 2019 CDBG Street Improvement activity line-item (CD-19-03).

All interested citizens are encouraged to attend this public hearing to present oral or written testimony concerning the proposed amendment to the use of CDBG funds under the FY 2020 Annual Action Plan. All comments received by April 2, 2021 will be considered by the City of Beckley prior to submittal of the substantial amendment to City Council at their April 13, 2021 City Council Meeting.
