Application for a Certificate of Convenience and Necessity to Construct a Transmission Project.

NOTICE OF FILING

On December 13, 2024, the AEP West Virginia Transmission Company, Inc. (WV Transco) and Appalachian Power Company (APCo) (collectively, Applicants) filed an application, duly verified, with the Public Service Commission of West Virginia (Commission) for a certificate of convenience and necessity to construct a transmission project in Fayette County, West Virginia.

The Applicants propose to rebuild approximately 4.5 miles of the Layland to Molly’s Creek 69 kilovolts (kV) transmission line; install a new 138kV phase-over phase (POP) switch on the Bradley to Molly’s Creek 138kV transmission line; construct a new 0.5 mile 138kV extension from the new 138kV POP switch to the existing Claremont Station; convert the existing 69kV Claremont Station to a 138kV Station (to be renamed Dun Glen Station) by expanding the station yard, installing a new 138/12kV transformer, and installing a new 138kV circuit switcher; and install two new 138kV breakers at the existing Molly’s Creek Station (the Project). The Applicants have no alternative project deductions or additions as there are no necessary modifications planned at this time for the Project.

The Applicants estimate that construction will cost approximately $36.98 million. The Applicants intend to finance construction of the Project using the AEP Money Pool as approved by the Commission in Case No. 10-0577-E-PC, and any additional financing vehicles for which the Applicants may seek Commission approval, as required.

Anyone desiring to protest or intervene should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or request to intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. In the absence of substantial protest received within thirty (30) days of this publication, the Commission may waive formal hearing and grant the Application based on the Commission’s review of the evidence submitted with the Application.
