Rule 30B application to pass through increased costs of purchased water from the Town of Grant Town Water Department to the Association’s customers.

NOTICE OF FILING

NOTICE is hereby given that Ministers Run Water Association (Association), a public utility, filed a request to pass through increased purchase water costs from the Town of Grant Town Water Department (Grant Town) to the Association’s customers. On February 17, 2025, Grant Town adopted an ordinance that is effective for all bills rendered on and after forty-five days after final passage. However, the ordinance does not set out a pressing public emergency for the rates to be effective on all bills rendered versus a services rendered basis. The resale rate would increase from $4.79 per thousand gallons to $5.71 per 1,000 gallons. This increase per 1,000 gallons is a $0.92 increase or 19.21% over current rates.

Commission Staff reviewed the Association’s application and recommended that the Commission approve Staff Recommended Rates effective on an interim basis. By Order issued April 2, 2025, the Commission approved the Staff Recommended Rates on an interim basis, that increased rates by $1.77 per thousand gallons metered water usage for all bills issued on and after April 2, 2025. The Commission also approved the Staff proposed leak adjustment rate of $11.05 per thousand gallons of metered water usage:

The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
