The following proposal is for the Summers County Board of Education’s Bus Garage School Bus EV Charging provider project summary/Scope of Work:

Station construction to utilize a Palletized Steel EV Charging skid with single point connection cord and integrated bollard protection system. Charger shall be 1 (one) 40 kW DCFC. Charging structure will be designed to the latest IBC (International Building Code) standards. Seismic, Wind, Snow and any other appropriate geographic design parameters are to be utilized. Charger Management Software shall be provided for a term of 5 years as part of this package. The intention of this scope is to provide charging for a Thomas C2 Jouley Bus. Charging equipment is to be pre-approved by Daimler Thomas EV Infrastructure team. The charging platform will include the following components:

• Qty. 1 40 KWH DC Fast Charger. Charging equipment will meet the following minimum requirements. Charging equipment will come equipped with Dual CCS1 connectors per charger. Capable of charging two vehicles 20kWh per cord simultaneously or 1 vehicle per charger up to 40kWh per charger

• Input Voltage Range

• 480 V AC – 15 % to +10 % @ 60 Hz

• DC Output Voltage

• CCS1: 150 to 950 V DC;

• Network Type

• TN-S, TN-C, TN-C-S, & TT (External RCD** Required)

• AC Input Connection

• 3P + PE (No Neutral)

• Protection

• Over-Current, Over-Voltage, Un-
der-Voltage, Ground-Fault, Over- Temperature, Short-Circuit, Insulation Monitor (IMD), & Surge Protection

• Warranty

• 24 months, warranty extension possible

• Mobile Charger Platform: Heavy Duty Steel platform with steel fork pockets for ease of mobility. Steel mounting plate to be 3/8” steel. 4 Steel protective bollards with plastic sleeves. Charger to be mounted with appropriate hardware to mobile charging platform. Charger to be pre commissioned prior to arrival.

• Connection Cord 35 Ft 480v Connection cord with Heavy Duty SO cord.

Charge Management Software

• Charge Management Software scope: CMS shall communicate to the charger via OCPP. Access to CMS shall be provided at the completion of the job and enable the end user to perform the following functions:

• Remote monitoring and diagnostics

• Charging Session Data: SOC, Voltage, Kw, Amperage, Session Duration

• Reporting Systems Capabilities: Charger Sessions Report, Availability Report, Charger Uptime Down Time Report, Charger Duration Report, Fault Report.

Provider qualifications:
Qualified providers are to be licensed in the state of WV.
Qualified providers are to employ EVITP (Electric Vehicle Infrastructure Training Program) certified technicians to wire, install, and commission the EV charging station.
Qualified providers to maintain WV-based technicians who are factory-trained on the Charging Hardware that is utilized. Technicians are to be based within 4 hours of installed equipment.
Preferential Scoring will be given to qualified installers that utilize a labor force that has completed a minimum 4-year apprenticeship training program.

The Summers County Board of Education reserves the right to reject any bid that is not in compliance with all prescribed public bidding procedures and requirements. The Board may also reject any or all bids for good cause upon making findings if it is in the public interest to do so. The Board reserves the right to accept or reject any or all bids and to waive minor formalities.

The bid award shall be based upon competitive bidding and awarded to the lowest responsible bidder that includes the required specifications. The bid shall consist of a specifications sheet indicating vehicle equipment, warranty information, and available delivery date.

Proposals may be mailed via the U.S. Postal Service, delivered via courier, hand-delivered, or emailed. Fax proposals will not be accepted.

It is the bidder’s responsibility to ensure that the bids arrive at the bus garage before the scheduled bid opening. Late submissions will not be accepted and will remain unopened.
