Explanation of a Proposed
Activity in a 100-Year Floodplain

This is to give notice that the City of Hinton, under Part 58, has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 Subpart C, Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Hinton Flood Mitigation Project and HUD Community Development Block Mitigation Grant NGIPLMI0014.
The Hinton Flood Mitigation Project will improve stormwater service for approximately 1,240 existing customers and make approximately 87.5 acres more resilient to flooding. The project involves constructing 3,600 linear feet of storm drain piping, twenty-four drop inlets, 600 feet of open channel grated drains, and forty-eight roof drain connections to better manage stormwater runoff in areas along Campbell, Pine, Locust, Burk, Elm, Broadway, Edmund, Walnut, Taylor, and Terrace Streets. Additionally, the project includes replacing an 800-foot-long box culvert along First and Grace Streets, installing ten new drop inlets with approximately 250 feet of storm drain pipe, and sealing twenty-seven existing CSO manholes to prevent floodwaters from the New River from entering the combined sewer system during flood events. These improvements will help mitigate stormwater-related flooding, reduce street closures, and protect local infrastructure from damage.
The City of Hinton has evaluated various alternatives and mitigation measures to minimize adverse impacts and preserve the natural and beneficial values of the floodplain. The proposed project area is partially located within a floodplain, and construction in this location is necessary to ensure effective stormwater management and flood mitigation. Due to the proximity of the city to natural waterways, these improvements must be constructed in the floodplain to enhance drainage capacity, minimize flood damage, and protect critical infrastructure. The project design incorporates flood mitigation measures to ensure resilience while maintaining environmental integrity.
All significant factors in determining the location, design, and necessary actions for this project have been considered. The improvements must be constructed in the designated area due to engineering constraints, the necessity for stormwater management, and the overall goal of reducing flood impacts. The work will be completed in compliance with all applicable floodplain standards to minimize environmental impact and protect the surrounding area.
The project will be designed or modified to minimize harm within the floodplain by ensuring compliance with all state and local floodplain regulations. The project does not involve insurable structures under the National Flood Insurance Program. However, it may enhance floodplain conditions by removing debris from the affected areas during construction, potentially reducing future flood damage and improving overall drainage efficiency.
The City of Hinton has reviewed alternative locations and determined that there is no practicable alternative to building in the floodplain. Documentation of compliance with Executive Order 11988, including the evaluation of steps three through six, is available for public inspection and review upon request.
There are three primary purposes for this notice. First, individuals who may be affected by activities in floodplains and those interested in environmental protection should have the opportunity to express concerns and provide relevant information. Second, an adequate public notice program serves as an educational tool to help inform communities about the risks and impacts associated with modifying floodplains. Third, as a matter of fairness, the federal government must notify individuals who may be placed at greater or continued risk due to federally supported activities in floodplains.
