NOTICE OF PUBLIC HEARING ON
LOGAN COUNTY PUBLIC SERVICE DISTRICT PROPOSED
TELEMETRY SYSTEM UPGRADE PROJECT AND RESOLUTION
NOTICE is hereby given that Logan County Public Service District (the “District”), a public utility, which furnishes water service to approximately 10,167 customers in Logan County and parts of Lincoln County, Mingo County, Boone County, and Wyoming County, all in West Virginia, including the District’s one resale customer: Chapmanville Water Department, has passed on first reading a resolution to approve the following water project:
Telemetry System Upgrade Project – replace the failing telemetry system of approximately seventeen (17) water storage tanks and approximately seventeen (17) water booster stations and other related appurtenances (the “Project”) at an estimated cost of $400,000, of which approximately $200,000 will be obtained from a loan from the West Virginia Infrastructure Fund through the issuance of the District’s Series 2025 A Bonds and approximately $200,000 will be obtained from a West Virginia Infrastructure Fund grant with any balance being contributed by the District. THERE WILL BE NO CHANGE TO THE DISTRICT’S CURRENT WATER RATES, FEES, AND CHARGES IN ORDER TO FUND THE PROJECT.
The District’s current water rates are as follows:
RATES (Customers with a metered water supply)
First 2,000 gallons used per month $15.00 per 1,000 gallons
Next 58,000 gallons used per month $13.50 per 1,000 gallons
Next 240,000 gallons used per month $10.25 per 1,000 gallons
All Over 300,000 gallons used per month $7.50 per 1,000 gallons
MINIMUM CHARGE
Each customer shall pay a minimum charge of $30.00
(Equivalent to 2,000 gallons of water usage)
5/8 inch meter $30.00 per month
3/4 inch meter $45.00 per month
1 inch meter $75.00 per month
1 ¼ inch meter $109.50 per month
1 ½ inch meter $150.00 per month
2 inch meter $240.00 per month
3 inch meter $450.00 per month
4 inch meter $750.00 per month
6 inch meter $1,500.00 per month
8 inch meter $2,400.00 per month
FLAT RATE CHARGE (customers with non-metered water supply)
Equivalent to 4,500 gallons of water usage – $63.75 per month
SALE FOR RESALE
All water for resale to the Town of Chapmanville will be billed in accordance to the approved rate of $2.62 per 1,000 gallons per month.
The Public Service Board (the “Board”) of the District held a first reading on June 17, 2025, of the proposed Project resolution (the “Resolution”) and will hold a public hearing on the proposed Project at 5:30 p.m., July 15, 2025, at the Logan County Public Service District offices located at 41 Armory Road, Monaville, WV 25601. Any interested party may appear at the public hearing and be heard by the Board with respect to the proposed Project. Following the public hearing, the Board may consider the Resolution for adoption on second reading.
A complete copy of the Board’s Resolution to approve the Project, and information relating to the proposed Project, are available for public inspection and review, Monday through Friday, from 8:00 a.m. to 4:30 p.m. at the Logan County Public Service District Offices located at 41 Armory Road, Monaville, WV 25601.
