AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Pocahontas Coal Company LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Registration for a coal screening plant system at a coal preparation plant located off Route CR-1/29 near Midway in Raleigh County, West Virginia. The facility coordinates are as follows: Longitude –81.225833 Latitude 37.711944.
The applicant estimates the potential to discharge the following Regulated Air Pollutants from operations will be: Controlled particulate matter emissions of 59 tons per year (TPY), of which 46 TPY are fugitive; controlled particulate matter less than 10 micron emissions of 18 TPY, of which 11 TPY are fugitive. The potential to discharge criteria pollutants from the burning of diesel fuel are estimated to be: NOx 3.1672 tons per year; CO 3.95899 tons per year; SOx 0.98769 tons per year; PM10 0.23754 tons per year; VOC 0.7918 tons per year. The total hazardous air pollutants from the burning of diesel fuel are estimated to be 0.01568TPY.
Startup of operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
