NOTICE OF REQUEST
FOR CONSTRUCTION BIDS

The Summers County Commission, (hereinafter called “OWNER”) invites qualified contractors to submit sealed bids for New Concrete Exterior Walks at the Summers County Courthouse and Memorial Building, funded in part by the WV Courthouse Facilities Improvement Authority. Sealed bids will be received at the offices of the Summers County Commission, located at the Summers County Courthouse, 120 Ballengee Street, Hinton, West Virginia 25951, until 4:00 p.m., local prevailing time, on Tuesday, June 15, 2021. The bids will be publicly opened and read aloud at a regularly scheduled County Commission Meeting on Wednesday, June 16, 2021 at 10:00 a.m.

The work of this project consists of the following Lump Sum contract:

New Concrete Walks for the Summers County Courthouse and Memorial Building.

Contract Documents are available for inspection during regular working hours at the office of the OWNER (telephone: 304/466-7100); office of the Architect – J. Dan Snead & Associates, Inc., 101 North Kanawha Street, Suite 203, Beckley, West Virginia, 25801 (telephone: 304/252-6630); and The Contractor’s Association of West Virginia, 2114 Kanawha Blvd., East, Charleston, West Virginia 25311 (telephone: 304-342-1166).

Contract Documents may be obtained at the office of the Architect upon written request and non-refundable payment of Fifty Dollars ($50.00) for each set. Payment shall be in the form of certified check, cashiers check or money order made payable to the Architect.

A mandatory pre-bid meeting will be held at the Courthouse on Tuesday, June 1, 2021 at 10:00 a.m.

Bids shall be submitted on the required Bid Form. All blank spaces on the bid forms must be filled in and the Bid Form must be fully completed and executed when submitted. An acceptable Bid Bond, made payable to the OWNER, in the amount of five percent (5%) of the total bid, must accompany each Bid. West Virginia State Contractor’s License will be required of all bidders.

The parties to whom Contracts are awarded will be required to execute the Agreement and obtain the required Performance Bonds and Labor and Materials Payment Bonds within ten (10) calendar days from the date of Notice of Award.

The OWNER reserves the right to waive any informalities or to reject any and all Bids in whole or in part. Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. Any Bid received after the time and date specified will not be considered. No bidder may withdraw a Bid within sixty (60) days after the actual date of the opening thereof. Should there be reasons why the Contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the OWNER and the Bidder.

The Summers County Commission will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not exclude from participation in, deny benefits, or otherwise subject to discrimination under, or deny employment in connection with assistance awarded pursuant to the Anti-Drug Abuse Act of 1986, any interested firm or individual on the grounds of race, religion, color, national origin, sex, handicap or age in the contract award. All contractors will comply with the nondiscrimination requirements of the Omnibus Crime Control and Safety Streets Act, as amended; title VI of the Civil Rights Act of 1964; Section 504 of the Rehabilitation Act of 1973, as amended; Title IX of the Education Amendments of 1972; the Age Discrimination Act of 1975; the Department of Justice Nondiscrimination Regulations 28 CFR Part 42, Subparts C, D, E, and G; and Executive Order 11246, as amended by Executive Order 11375; and their implementing regulations as well as the West Virginia Human rights Act, as amended (Section 5-11-1 of the Code of West Virginia), 41 CFR Pat 60.1 et.seq., as applicable to construction contracts, the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3, and the West Virginia Alcohol and Drug-Free Workplace Act pursuant to West Virginia Code §21-1D.
