NOTICE
ADVERTISEMENT FOR BIDS The Summers County Board of Education, hereinafter referred to as the Owner, invites qualified contractors to submit sealed bids for the Bus Garage Renovations for Summers County Schools according to Bidding Documents prepared by Summers County Schools. Sealed bids will be received at the office of the Owner, 418 Temple Street, Hinton, WV 25951, until 1:00 p.m., local time, on November 15, 2021 at which time and place the bids will be publicly opened and read. A pre-bid conference will be held at 1:00 p.m. local time, on November 9, 2021 at the Summers County Schools Bus Garage, 300 Front Street, Hinton, WV 25951. Attendance at pre-bid conference is mandatory for prime contract bidders only. The project will consist of three phases. More details will be disclosed at the pre-bid conference which will include engineer designs of the renovation of the bus garage wall.
Phase I:
· Support roof (lvl beam/eye beam)
· Drill concrete to determine concrete floor depth (Needs to be 8″-12+”)
Phase II:
· New rear wall the entire length of bus garage (12″ block base (10 courses) leading to 8″ block)
· Restroom will need to be replaced along with hose bib and pipe on rear wall
· Window needs to be taken out of mechanical room along wall nearest lot and replaced with a door
· Building needed just outside of newly added door as described above
· Vent needs removed from Bay 3 ceiling area (steel round pipe)
· New window needed in Director’s office
· 8×10 building needed in rear of building; relocate and wire 2 air compressors from parts room to building and vent fan
· Drainage needed around building (need to parge, tar, and include membrane protective material around block)
· Retaining wall needs to be removed and built back determined on sight.
· Gutter needs to be rerouted into new drain in order to keep from freezing on ground
· Grade behind building needs to be cut down in order to deter water away from building
· Gutter on tire room needs replaced and side of building needs to be covered with soffit
· Gaps around garage bays need filled and covered/wrapped with a protective covering
· On rear wall all utilities may need to be relocated (gas, plumbing, electricity)
· Check on ingress and egress if rear wall windows are taken out
· Work may need to be done during the evening hours due to bus garage daily usage and possibly weekends
· Steps need taken out in mechanical room and replaced with 4′ wide steps with a landing
· Drain around building needs to be routed away from building preferably towards storm water
· Roll of Tyvek wrap to cover exposed area while wall is being built
· French drain may be needed at top base of lot in order to capture any excess water
Phase III:
· Take down ceiling insulation and sheet rock
· Insulate (White Spray Foam) ceiling (This potentially could be in Phase II depending on the ability to add new white spray foam insulation to old). Note: Nothing is to be added in order to cover insulation.
Each bid shall be accompanied by a bid bond, made payable to the Owner, in the amount of five percent (5%) of the base bid, in accordance with the Instructions to Bidders. Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the time and date for Receipt of Bids in order for his Bid to be considered. Each Bidder’s registration certificate number shall be written in the space provided on the Form of Proposal. All bidders are required to be licensed to perform work in the State prior to submitting a bid for this project as required by Chapter 21, Article 11, of the Code of West Virginia. Each Bidder’s Contractor license number shall be written in the space provided on the Form of Proposal. The Owner reserves the right to reject any or all bids, the right to waive minor informalities and procedures in bidding, and the right to withhold final award of contract for 60 days after opening bids. The bidder to whom the contract is awarded shall execute and deliver to the Owner within 10 days after the award, and before signing the contract, a Performance Bond and Payment Bond.
