LEGAL NOTICE
REQUEST FOR PROPOSALS FOR LEGAL SERVICES

The Raleigh County Commission in West Virginia is in the process of obtaining legal services necessary to complete a GigReady funded broadband expansion project(s). The Project Attorney will work closely with the Raleigh County Commission, Region I Planning & Development Council, and the project engineer.

The Project Attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include but are not limited to necessary title work to obtain construction rights-of-way and parcels, and review of all contracts and related documents.

Procurement of said services shall be in accordance with 2 CFR 200.320 (d). The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project, price and other factors considered including familiarity and expertise with this type of project.

All those interested in being considered must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed fee, and ability to complete work as needed on this project in a timely manner.

Proposals are to be submitted to the Raleigh County Commission and Region I Planning & Development Council as follow:

Attention is directed to the fact that the proposed project will be funded utilizing, but not limited to, GigReady grant funding. All work will be performed in accordance with the regulations issued by the previously referenced funding source(s) and the State of West Virginia appertaining hereto.

The Raleigh County Commission will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The Raleigh County Commission reserves the right to accept or reject any and/or all proposals. The Raleigh County Commission also reserves the right to negotiate the fee for services.
