ACTION: Notice of Availability of Draft Supplemental Plan – Environmental Assessment (Draft -EA).
SUMMARY: Pursuant to Section 102 (2) (C) of the National Environmental Policy Act of 1969; the Council on Environmental Quality Guidelines (40 CFR Part 1500); and the Natural Resources Conservation Service Guidelines (7 CFR Part 650); the Natural Resources Conservation Service, U. S. Department of Agriculture, gives notice that a Draft-EA is available for a voluntary floodplain buyout in specific areas of the Elkhorn Creek/Tug Fork Watershed, McDowell County, West Virginia.

SUPPLEMENTARY INFORMATION:
A Draft-EA for a voluntary floodplain buyout in specific areas of the Elkhorn Creek/Tug Fork River Watershed has been made available for public review. This Draft EA has been prepared to document the extent of flooding, the alternatives considered, and the recommended plan. The Natural Resources Conservation Service invites agencies and individuals that have special expertise, legal jurisdiction, or interest in the proposed watershed project in Elkhorn Creek/Tug Fork River Watershed to review the Draft EA and provide formal written comments. Public meetings will be held on Tuesday, April 19th from 4:00 pm to 7:00 pm and Wednesday, April 20tj from 11:00 am to 2:00 pm at the Welch Armory 600 Steward Street, Welch, WV 24801. Public meetings will provide an opportunity for participants to submit formal written comments to the Draft EA and to ask general questions about the scope and logistics of the proposed project. Hard copies of the Draft EA may be requested from the West Virginia University Land Use Clinic at (304)293-8840. Formal written comments to the Draft EA are to received by this office on or before Wednesday, June 1, 2022.
Comments received, including the names and addresses of those who comment, will be considered part of the public record on this proposal.
