LEGAL NOTICE
REQUEST FOR PROPOSALS FOR ACCOUNTANT/ATTORNEY

The New River Gorge Regional Development Authority (NRGRDA) is in the process of obtaining professional services necessary to complete a project(s) that will assist in the completion of a building expansion for an existing manufacturing company. These services include accountant and project attorney. The selected professionals will work closely with the NRGRDA, Region I Planning & Development Council, and other members of the project team.

The Project Attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include, but are not limited to, title work as necessary to obtain construction rights-of-ways and parcels and review of all contract and related documents, as necessary. The Project Attorney will work closely with the project administrator and the project engineer.

The Project Accountant will provide all financial assistance necessary to support project development and implementation. The Project Accountant will work closely with the project administrator and the project engineer.

Procurement of said services shall be in accordance with 2 CFR 200.320 (d). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed amount, and ability to complete work as needed on this project in a timely manner.

Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

Please submit one (1) original, five (5) copies, and one (1) digital format submission of all requested information to the NRGRDA and one (1) copy and (1) digital submission to Courtney Neese, Project Manager, Region I PDC, 1439 E. Main St., Suite 5, Princeton WV 24740, no later than close of business on April 11, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the HUD/Community Development Block Grant, Rural Economic and Community Development Agency, Appalachian Regional Commission (ARC) Grant Program, the Economic Development Administration (EDA), Rural Development USDA, the West Virginia Infrastructure and Jobs Development Council and the State Revolving Loan Fund.

All work will be performed in accordance with the regulations issued by HUD, RECD, ARC, EDA, USDA, and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.

The NRGRDA will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The NRGRDA reserve the right to accept or reject any and/or all proposals.
