LEGAL NOTICE
REQUEST FOR
QUALIFICATIONS FOR
BROADBAND ENGINEERING SERVICES

The Summers County Commission, West Virginia is in the process of selecting a consulting engineer to provide design and project management services pertaining to an ARC POWER Initiative Broadband Expansion Project. The engineering firm will determine the most beneficial, cost-effective deployment technology to maximize long term service to the community. The selected firm will work closely with the Summers County Commission, Region I Planning & Development Council, and the selected ISP.

All materials, maps, reports and data generated through this project shall remain the property of the Summers County Commission. Data will also be provided to the State of West Virginia, West Virginia Broadband Enhancement Council, in electronic and paper format.

The Summers County Commission will provide: The location of communications towers in the project area; access to GIS data, including maps showing telecommunications assets as reported to the State Office of GIS Coordination; FiberLocator data; and internet speed test data as reported by the West Virginia Speed Test Portal via the West Virginia Broadband Enhancement Council.

The selected consultant shall be retained throughout all stages of the project, including design and construction. All consultants interested in being considered for this project must submit qualifications detailing technical expertise, management and staffing capabilities, and related prior experience.

The consultant selection process shall be in compliance with the WV Code 5G.

Interested firms must submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to: Summers County Commission, RFQ for Engineer – ARC POWER, 120 Ballangee Street, PO Box 97, Hinton, WV 25951 and one (1) copy and one (1) digital submission should also be sent to: Region I Planning & Development Council, RFQ for Engineer – ARC POWER, 1439 E. Main Street, Suite 5, Princeton, WV 24740 with the digital submission being emailed to [email protected]. The deadline for receipt of qualifications is 4:00 p.m. on May 31, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including, but not limited to an ARC POWER Initiative grant. Additional resources may be obtained through the West Virginia Broadband Enhancement Council and the State Office of GIS Coordination. All work will be performed in accordance with the regulations issued by the previously referenced agency and the State of West Virginia appertaining hereto.
