REQUEST FOR PROPOSALS FOR ACCOUNTANT/ATTORNEY/BOND COUNSEL/ APPRAISER/REVIEW APPRAISER/RIGHT-OF-WAY
NEGOTIATOR

The Center Public Service District (PSD), Pineville, West Virginia is in the process of obtaining professional services necessary to complete the Center Public Service District: Phase II Sewer Extension/Replacement Project (Rock View, Route 10, and Bearhole). These services include accountant, project attorney, bond counsel, appraiser, review appraiser, and right-of-way negotiator. The selected professionals will work closely with the PSD, Region I Planning & Development Council, and other team members.

The selected appraiser, review appraiser, and right-of-way negotiator will work closely with the project attorney, engineer and administrator to obtain all necessary rights-of-way and parcels.

The selected accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission as well as any other services needed in relation to the project. The accountant will work closely with the project’s engineer, administrator and legal counsel.

The project attorney is an integrate part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction rights-of-way and parcels and review of all contract and related documents as necessary. The project attorney will work closely with the project administrator and the project engineer.

Procurement of said services shall be in accordance with 2 CFR 200.320 (d). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed amount, and ability to complete work as needed on this project in a timely manner.

Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

If interested in providing any of these services, please submit an original, three (3) copies, and a digital submission of all requested information to the PSD, and one (1) copy and a digital submission to Region I Planning & Development Council no later than 4:00 p.m. on June 1, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding including but not limited to an ARPA Grant, WV IJDC Grant, WV DEP CWSRF Forgivable Loan, WV DEP AML AMLER Grant, and ARC Grant.

All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.

The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
