LEGAL NOTICE
REQUEST FOR PROPOSALS FOR ACCOUNTANT/BOND COUNSEL/
APPRAISER/REVIEW APPRAISER/RIGHT-OF-WAY NEGOTIATOR

The Crab Orchard-MacArthur Public Service District (PSD), Raleigh County, West Virginia is in the process of obtaining professional services necessary to complete the Harper Eccles Sewer Extension Project. These services include accountant, bond counsel, appraiser, review appraiser, and right-of-way negotiator. The selected professionals will work closely with the PSD, Raleigh County Commission, Region I Planning & Development Council, and other members of the project team.

The selected Appraiser, Review Appraiser, and Right-of-Way Negotiator will work closely with the project attorney, engineer and administrator to obtain all necessary rights-of-way and parcels.

The selected Accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission as well as any other services needed in relation to the project.

The selected Bond Counsel will work closely with the project team.

Procurement of the said services shall be in accordance with 2 CFR 200.320 (d). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed amount, and ability to complete work as needed on this project in a timely manner.

Contracts will be awarded to the responsible offer or whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

If interested in providing any of these services, please submit an original, three (3) copies, and a digital submission of all requested information to the PSD, and one (1) copy and a digital submission to Region I Planning & Development Council no later than 4:00 p.m. on June 3, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to AML Economic and Community Development Pilot Program, the US EPA Clean Water State Revolving Fund, and the WV Infrastructure and Jobs Development Council.

All work will be performed in accordance with the regulations issued by the AML Pilot Program, US EPA CWSRF, and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.

The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
