Rule 30B application to pass through increased costs of purchased water from the City of Fairmont to the District’s water customers
NOTICE OF FILING
NOTICE is hereby given that Downs Public Service District (District), a public utility, filed a request to increase its water rates and charges with the Public Service Commission of West Virginia because of increases in the cost of purchased water charged by the City of Fairmont (Fairmont). Fairmont adopted an ordinance on June 14, 2022, that increases resale water rates three times over a three year period.
Commission Staff reviewed the District’s application and recommended that the Commission approve Staff-recommended rates effective on an interim basis, subject to refund. By Order dated August 1, 2022, the Commission approved the Staffrecommended rates on an interim basis, subject to refund which increased rates by $0.23 per thousand gallons metered water usage.
The average monthly bill for residential and commercial customers under Step-l rates will increase over current rates as follows:

The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days fo llowing the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
