Application for a Certificate of Convenience and Necessity to construct a potable waterline extension, serving residents on Sunday Road, Confluence, Elliot Cutoff Road, Stringtown Addition & Clifty Addition in the County of fayette, West Virginia.

NOTICE OF FILING

On June 7, 2022, the New Haven Public Service District filed an application, duly verified, for a certificate of convenience and necessity to extend water service to approximately 67 new customers in the Sunday Road, Confluence and Elliot Cutoff Road areas, as well as installation of connectors to Stringtown Road and Clifty. The project includes approximately 7 miles (36,873 feet) of 2-inch to 8-inch distribution line, 39 gate valves, 24 fire hydrants, and other appurtenances.

This project has no alternative project deductions and/or additions that the applicant intends to make in the event a project modification becomes necessary.

The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.

The New Haven Public Service District (Applicant) estimates that construction will cost approximately $4,620,265.00: Funding for the project has been confirmed or will be confirmed as follows: New Haven PSD grant of $52,222.00, DWTRF loan of $3,741.546.00, WVAWC contribution of $286,055.00, DWTRF loan of $540,442.00.

The customers will be charged the rates currently approved for West Virginia American Water Company plus $11.55 per month. Therefore, the utility anticipates charging the following rate for its customers:

(I) MINIMUM CHARGE
No bill shall be rendered for less than the following amount, according to the size of the meter installed, to wit: for customers having multiple meter settings, the minimum charge will be the sum of the minimum charges for each of hte individual meters::

1 inch $ 89.16 per month
1 ½ inch $ 177.09 per month
2 inch $ 282.70 per month
3 inch $ 529.02 per month
4 inch $ 880.90 per month
6 inch $ 1,760.65 per month
8 inch $ 2,816.35 per month

*All new residential customers will be served through a 5?8″ meter unless the Company determines that a larger meter is reasonably necessary. This restriction does not apply to residetial meters currently in service.

For customer having multiple meter settings, the minimum charge will be the sum of the minimum charges for each of the individual meters.

Both the minimum charge and the columetric rate for usage in excess of the usage amount included in the minimum charge are ubject to application of the DISC Rate Component in the percentages specified in Sheet No. 6.

SURCHARGE
Each customer shall pay a sercharge of $11.55 per month per bill.

SCHEDULE III

APPLICABILITY OF SERVICE
Available for private fire protection service.

RATES

Where connections, hydrants, sprinklers, etc. on private property are maintained by consumer:

These terms are payable monthly in advance

These rates are subject to application of the DISC Rate Component in the percentages specified in Sheet No. 6.

SCHEDULE IV

APPLICABILITY OF SERVICE
Available to the entire territory served by the Company.

RATE

A Distribution System Improvement Charge (DSIC) will be applied as of the effetive date below to the meter charge (minimum charge) and volumetric compnents of the bills of all general domsetic, commercial, industrial, wholesale/sale for resale (other than those served under a demand-based sale for resale agreement), and private fire service customers.

Effective Date: March 1, 2022

DSIC Components:

Meter Charge Component: 1.62%

Volumetric Component: 1.62%

INCREMENTAL COST OF WATER
$.77 per 1,000 gallons. To be used when the bill reflects unusual consumtion which can be attributed to eligible leakage on the ustomers’ side of the meter. This rate shall be applied to all such consumption above the customer’s historical average usage.

DELAYED PAYMENT
The Company’s tariffs are net. On all current usage bills not paid within twenty-one (21) days of the date of bill, ten percent (10%) will be added to the net amount unpaid. This delayed paymnet penalty is not interest and is to be collected only once for each bill where it is appropriate.

RETURNED CHECK CHARGE
A Service charge equal to the actual bank fee assessed to the Company, not to exceed $15.00, will be imposed upon any custmer whose check for paymnet of charges is returned by their bank due to insufficient funds.

RECONNECTION FEE
When it has been necessry to discontinue water service to any premises on account of non-payment of any charges for water service, a charge of twenty dollars ($20.00) will be made to cover the cost of turning on the water servcie. This charge will not apply where the Company has a diconection agreement with a sewer utility and is entitled to collect a reconnection charge from the sewer utility for such reconnection for non-paymnet of sewer charges. This charge may be added to a past due balance and included in the outstanding balance under a deferred payment agreement.

SERVICE CONNECNTION (TAP) FEE
Applicable to the entire Service Territory of West Virginia-American Ware Company.

AVAILABILITY OF SERVICE
Available for residential, commercial, industrial, and other public authoruty and sals for resale customers.

CONNECTION (TAP) FEES
All Meter Sizes Connected $300.00

These rates represent the following project-related increases to become effective upon substantial completion of the project unless otherwise ordered:

The District has no resale customers.

The increased rates and charges related to the Project will produce approximately
$210,021.00 annually in additional revenue, an increase of 14.29%. The total increase will not exceed this estimate unless further notice is provided.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges among the various classes of customers are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing.

Anyone desiring to protest or intervene should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. In the absence of substantial protest received within said thirty (30) day period, the Commission may waive formal hearing and render its decision on the application based on the evidence submitted with said application and its review thereof.
