LEGAL NOTICE
REQUEST FOR ENGINEERING QUALIFICATIONS

Region I Planning and Development Council (Region I PDC) is in the process of obtaining qualifications from engineering firms interested in providing application assistance and technical services for a regional Brownfields Assessment. The project area includes McDowell, Mercer, Monroe, Raleigh, Summers, and Wyoming counties.

The selected firm(s) will conduct multiple site assessments following EPA guidelines, as well as meeting other applicable federal and/or state requirements. In addition to site assessment, the firm(s) will assist and provide technical assistance to community officials selecting sites for additional study/remediation, ensure programmatic compliance, provide all necessary reporting documentation, and provide general technical assistance to all parties involved. Additionally, the selected firm(s) will ensure compliance with EPA requirements.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit detailed qualifications, including technical expertise, management and staffing capabilities, and related prior experience.

The object of the competitive process is to objectively select the firm that will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm judged most qualified will be selected.

Qualifications will be accepted until 4:00 p.m. on October 21, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including, but not limited to, a U.S. Environmental Protection Agency (EPA) Brownfield’s Assessment Grant, HUD/Community Development Block Grant, Appalachian Regional Commission (ARC), and local funds.

The selected firm(s) must confirm by written proof that they are not listed as an EPLS (Excluded Parties List System) on the Federal Government’s SAM’s (System for Award Management) website at www.sam/gov/portal/sam.

Region I PDC will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.

Region I PDC reserves the right to accept or reject any and/or all qualifications.
