INVITATION TO BID

Bid Proposal due – Friday,
November 4, 2022 4:00 p.m.

The Fayette County Commission (FCC), a certified local government, is requesting bids for the replacement of the liner and repair of the County pool located at the Fayette County Park. The project is to be completed by May 1, 2023.

Services

The contractor must carry out the described work in compliance with all applicable local, state, and federal regulations governing construction of said Aquatic Facilities including all associated agency or agencies permitting such projects. The county pool measures 164′ 4″ by 58′. All work must be approved by the Fayette County Commission staff prior to initiation of construction activity and prior to final payment.

Scope of Work

1. Remove the fiberglass pool liner.
2. Assess structural integrity of pool and propose necessary repairs.
3. Assessment and repair of the hull containing the stainless-steel return line.
4. Removal of the stainless-steel return line housed within the hull; measuring: 160′ length, 10.5″ wide, and 5″ deep.
5. Replace the stainless-steel return line once the hull is repaired and sealed.
6. Replace the fiberglass liner.
7. Remove and dispose of all job-related debris in accordance with all applicable laws and regulations.
8. All work to be performed in a professional manner.
9. Warranty Certificate to be provided to owner prior to final payment.

Qualifications

Contractor must submit proof of the completion of similar projects within the past four years that have complied with all applicable local, state, and federal regulations. The contractor must also prove that they have the ability to complete the project in a timely manner and has appropriate licenses (local and otherwise) and insurances.

Mandatory Pre-bid

A mandatory pre-bid meeting will be held on site at 1268 Fayette County Park Rd, Fayetteville, WV 25840 on Thursday October 27, 2022 at 1:00pm.

Expressions of Interest

Contractors may submit questions to the Fayette County Director of Park and Recreation, Abigail Newell at [email protected] by Monday October 24, 2022, answers will be supplied to all interested parties by Friday October 28, 2022.

Contractors wishing to be considered shall submit all bids containing the following electronically to Abigail Newell, [email protected] by 4pm on November 4, 2022. (Bids received after this will not be accepted or processed.)

1. Letter of Interest including lump sum bid proposal
2. Previously completed projects, similar in scope that have complied with local standards.
3. Contact information of three references
4. A list of any subcontractors, their proposed role in the project, and contact information.
5. Time frame for the completion of the project
6. A list of contractor licenses and insurances including WV Business License, WV Contractor’s License, WV Workers Compensation insurance and Commercial Liability Insurance Certificates The work is to include all labor, equipment, material, insurance, tools, permits, licenses and workers compensation necessary for the repair of the pool liner and associated leaks at the Fayette County Park Pool.

Selection Process

The Fayette County Commission (FCC), a certified local government will review all proposals and select a contractor for the project. Selection will be based on cost, experience with aquatic renovation projects and the proven ability to complete the project.

The FAYETTE COUNTY COMMISSION, A CERTIFIED LOCAL GOVERNMENT, will make their selection within two weeks and will want to sign a contract with the specialists by Thursday November 17, 2022. FCC reserves the right to accept or reject any and all bids.

Payment Process

Contractors will be paid for work completed. Contractors must allow approximately 4 to 6 weeks for payment of all invoices. Last payment will be held until work is completed and approved by the Fayette County Commission Staff.
