LEGAL NOTICE
REQUEST FOR PROPOSALS FOR LEGAL SERVICES
The Logan County Public Service District (PSD), West Virginia is in the process of obtaining legal services necessary to complete the Upper Huff Waterline Extension Project. The project attorney will work closely with the PSD, Region I Planning & Development Council, and other members of the project team.
The Local Project Attorney is an integrate part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include title work as necessary to obtain construction rights-of-way and parcels, and review of all contract and related documents as necessary. The existing local attorney, entering retirement, proposes to meet with the selected attorney regarding the status of project local legal matters.
Procurement of the said services shall be in accordance with 2 CFR 200.320(b)2. Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner.
Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.
If interested in providing legal services for this project, please submit an original, three (3) copies, and a digital submission of all requested information to the PSD, and one (1) copy and a digital submission to Region I Planning & Development Council by close of business on December 20, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to HUD Community Development Block Grant, WV Infrastructure and Jobs Development Council, and local funds.
All work will be performed in accordance with the regulations issued by the HUD CDBG and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109.
The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
