REQUEST FOR ENGINEERING QUALIFICATIONS
The Ravencliff-McGraws-Saulsville Public Service District (RMS PSD), Wyoming County, West Virginia is in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services for the Glen Rogers Water System Improvements Project. The selected firm will work closely with all team members, including RMS PSD and Region I Planning & Development Council.
It is anticipated that the consultant will be required to (1) prepare preliminary engineering report(s), (2) design and prepare construction drawings, bid specifications, and bid documents in accordance with all State, Federal, and Local regulations, (3) evaluate bids received and make recommendation of award, (4) monitor and inspect construction activities to ensure compliance with plans and specifications, (5) review and approve contractor’s pay estimates, (6) preparation and delivery of final “As Built” drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata, and (7) any other services needed by RMS PSD for the implementation of the project.
Procurement of said services shall be in accordance with West Virginia Code Chapter 5G. Consultants interested in being considered for this project must submit detailed qualifications including technical expertise, management, and staffing capabilities, and related prior experience. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.
Please submit one (1) original, (3) three copies, and one (1) digital format submission of all requested information to the RMS PSD and one (1) copy and (1) digital submission to Region I PDC, by 2:00 p.m. on January 5, 2023.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including, but not limited to, HUD/Community Development Block Grant, Appalachian Regional Commission, WV BPH DWTRF, USDA-Rural Development, WV DEP AML, WV DEP AMLER, and the WV Infrastructure and Jobs Development Council.
