Notice of Intent to Update the Fayette-Raleigh Metropolitan
Planning Organization
Transportation Improvement Program
The Fayette-Raleigh Metropolitan Planning Organization (FRM) announces its intent to update the Transportation Improvement Program for Fayette and Raleigh Counties.
As the Metropolitan Planning Organization (MPO) for Fayette and Raleigh Counties, FRM is required by federal law to produce a Transportation Improvement Program (TIP) covering a period of at least four years. The TIP will include transit and highway improvement or maintenance preservation projects to be implemented in FY 2024 through FY 2027. It is being prepared in cooperation with the US Department of Transportation’s Federal Highway Administration (FHWA), Federal Transit Administration (FTA), the West Virginia Department of Transportation (WVDOT), the New River Transit Authority (NRT) and local communities.
We invite you to submit comments on current transportation system conditions to help guide the development of this plan update. You may submit comments or ask questions about this process by contacting:

The effort to update the TIP will begin February 10th, 2023, and is expected to last just over three months, culminating in plan approval and adoption by the FRM Policy Board by the end of May 2023 and approval by WVDOT by the end of June 2023. When a draft updated TIP is available for public review later this year, FRM will publish another notice notifying the public and there will be an opportunity to review the draft TIP update and submit additional comments.
