REQUEST FOR PROPOSALS
Proposal due –
Friday, March 17, 2023 3:00 p.m.
The Fayette County Commission (FCC), a certified local government, is seeking a qualified firm to provide professional aquatic design and construction services for the Fayette County Park Pool Replacement Project. Submitted proposals will be evaluated by a selection committee to determine the most qualified firms. Interviews may be conducted with the highest ranked firms.
Services
The contractor must carry out work in compliance with all applicable local, state, and federal regulations governing construction of said Aquatic Facilities including all associated agency or agencies permitting such projects. Services shall include overall project design and construction management, office engineering, daily construction and building inspections assisted by the Project Manager. Project is not bound by existing infrastructure and new aquatic designs are encouraged, including reconfiguration of current pool boundaries. All work must be approved by the Fayette County Commission staff prior to initiation of construction activity and prior to final payment.
Qualifications
Contractor must submit proof of the completion of similar projects within the past five years that have complied with all applicable local, state, and federal regulations. The contractor must also prove that they have the ability to complete the project in a timely manner and has appropriate licenses (local and otherwise) and insurances.
Expressions of Interest
Contractors may submit questions and requests for site visits to the Fayette County Director of Parks and Recreation, Abigail Newell at [email protected] by Wednesday March 8, 2023, answers will be supplied to all interested parties by Friday March 10, 2023.

The envelope should be referenced as “Proposal for the Fayette County Pool Replacement Project”.
All proposals should contain the following and be received by 3pm on March 17, 2023. (Bids received after this will not be accepted or processed.)
1. Letter of Interest including lump sum bid proposal
2. Detailed description of design and project cost estimate breakdown.
3. Previously completed projects, similar in scope that have complied with local standards.
4. Contact information of three references
5. A list of any subcontractors, their proposed role in the project, and contact information.
6. Time frame for the completion of the project
7. A list of contractor licenses and insurances including WV Business License, WV Contractor’s License, WV Workers Compensation insurance and Commercial Liability Insurance Certificates The work is to include all labor, equipment, material, insurance, tools, permits, licenses and workers compensation necessary for the design and construction of a swimming pool and associated buildings.
Selection Process
The Fayette County Commission (FCC), a certified local government will review all proposals and select a contractor for the project. Selection will be based on cost, experience with aquatic design and construction projects and the proven ability to complete the project.
The FCC will make their selection within two weeks and will want to sign a contract with the specialists by Friday March 31, 2023. FCC reserves the right to accept or reject any and all bids.
Payment Process
Contractors will be paid for work completed. Contractors must allow approximately 4 to 6 weeks for payment of all invoices. Last payment will be held until work is completed and approved by the Fayette County Commission Staff.
