REQUEST FOR PROPOSALS – SERVICE PROVIDERS
The Fayette-Raleigh Metropolitan Planning Organization (MPO) is issuing a Request for Proposals from service providers with professional expertise in Economic Development and Analysis.
The selected service provider will provide an Economic Impact Study of the proposed development of the Clear Fork Rail Trail and surrounding area(s) in Raleigh County, West Virginia.
This analysis produced by the study should identify and quantify trail usage, the economic impact of the trail on the local economy, and business sectors ideally suited to support the rail trail.
This study will particularly target the Raleigh County and Whitesville areas. This analysis would detail the potential impact on the local tourism industry, local retail businesses, and local service providers such as restaurants, etc. Using quantitative data, a projection of the number of potential trail users, and areas where these tourists will come from is desired. Other measured analytics include the target sectors that need to be attracted to this trail, and how many users would be required to maintain the projected economic growth. A listing of the analysis of similar projects and initiatives, and the outcomes of those projects, is requested.
The selected service provider will work closely with the MPO, Region I Planning and Development Council, Region 4 Planning and Development Council, and other project team members as deemed necessary.
All service providers interested in being considered for this project, must submit information detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.
The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm judged most qualified will be selected.

Attention is directed to the fact that the proposed project may be undertaken utilizing public and private funding sources. All work shall be performed in accordance with any regulations and/or requirements of the applicable funding agencies and/or sources, and in accordance with state and federal regulations and laws.

The Summers County Commission reserves the right to accept or reject any and/or all submitted proposals.
