NOTICE OF REQUEST FOR ENVIRONMENTAL REVIEW SERVICES PROPOSAL

The New River Gorge Regional Development Authoirty, located in Beckley, West Virginia, is in the process of obtaining Environmental Review services for their proposed Trap Hill Little League Field Construction project. Professional services will be needed to provide: (1) a standard comprehensive Environmental Review as required by the funding and regulatory agencies associated with the project; (2) all pertinent documentation including an environmental report in accordance with said funding and regulatory agencies; (3) advice and assistance pertaining to procurement and acquisition of contractors to perform special studies such as endangered species or special habitat analysis. Contracts for the standard comprehensive environmental work will be awarded on a lump sum total cost basis with consideration being given to qualifications. All environmental services providers interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, related prior experience, and lump sum cost. Potential cost associated with special studies found to be necessary by the standard comprehensive analysis shall be negotiated separately.

The objective of the competitive process is to objectively select the environmental consultant who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily.

Please mail the requested information to the New River Gorge Regional Development Authority, 200 Main Street, Beckley WV 25801, no later than May 22, 2023 at 5:00pm. It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified.

Attention is directed to the fact that the proposed funding for the project may include HUD Economic Development Initiative (HUD EDI), DEP Clean Water State Revolving Fund (CWSRF), the West Virginia Infrastructure and Jobs Development Council (IJDC), USDA Rural Development (USDA – RUS), Drinking Water Treatment Revolving Fund (DWTRF), US Economic Development Administration (USEDA), US Army Corps of Engineers or other potential sources. All work will be performed in accordance with the regulations issued by any funding agency and the State of West Virginia appertaining hereto.

The selected firm will be required to comply with all regulations including, but not limited to Title VI of the Civil Rights Act of 1964, Executive Order 11246 and the provisions of Executive Order No. 10925 as included therein, Section 109 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement of Access to Records provision.

The proposed work to be performed may be subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall to the greatest extend feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

The project sponsor will afford full opportunity for disadvantaged business enterprises to submit a show if interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.

This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project sponsor, price and other factors considered.
