Notice is hereby given that SECOND STERLING CORP., 302 SOUTH JEFFERSON STREET, ROANOKE, VA 24011 has a permit on file with the Department of Environmental Protection (DEP) for the surface mining of approximately 237.7 acres and has submitted an application to the DEP, 1159 Nick Rahall Greenway, Fayetteville, WV, 25840, for renewal of Article 3 Permit Number O008382 to Operate a Refuse Disposal Facility and a Coal Slurry Impoundment in the NA seam of coal. The operation is discharging into Clark Branch of Elkhorn Creek of Tug Fork River and is located 0.80 miles, Northwest of KEYSTONE in BROWNS CREEK District of McDowell County, Longitude 81o 26′ 50″ and Latitude 37o 24′ 56″ (Coordinates from USGS Topographic Map).

Written comments and/or requests for an informal conference of the permit renewal application shall identify the applicant and application number and will be received by the Permit Supervisor at the DEP address above until July 24, 2023, or thirty (30) days from the date of final publication.
